This paper uses panel data from five countries in Asia and Africa to examine the determinants of rural youth migration across five different countries, indirectly testing both broad and specific hypotheses related to migration. It finds that individual characteristics are more important determinants of migration than household or village characteristics. Further, it finds little evidence that credit constraints or relative deprivation are correlated with migration, holding other things constant. The difference between this result and those found in the literature regarding credit constraints implies credit constraints are geographically concentrated. The paper concludes with a discussion of the implications for migration influenced policy regarding youth, including the need for more and better migration data.

This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.

Book excerpt: The RuMiT (Rural Migration in Tunisia) research addresses the determinants of migration and mobility, the patterns and types of rural youth outmigration and the impact of rural youth migration on rural livelihoods and societies in origin regions in Tunisia. The research used a mixed-methods approach combining quantitative and qualitative methods, providing comparative insights into: international and internal migrants and non-migrants; pre- and post-2011 migrants; households with and without migrants. Main results show that migrants from rural areas are increasingly highly educated and leaving to pursue their studies abroad. This particularly applies to women, who also register a decrease in marriage-related migration. Migration proves to be rewarding for both internal and international migrants, in terms of occupational and social security outcomes. In particular, migrant women have higher labour market participation and employment rates than non-migrants. As a direct consequence of an emigration which is still male dominated, households with migrants are increasingly feminized, i.e. with a higher share of women, who are more likely to be active compared with women in nonmigrant households. Migrant households were also found to have higher access to social security. While incomes from remittances tend not to be invested in productive activities, evidence shows that one internal migrant out of four and one international migrant out of three has an economic activity in the areas of origin, which in most of the cases is connected with agricultural or animal production. The Rural Migration in Tunisia (RuMiT) research project was undertaken in the framework of the FAO project “Youth mobility, food security and rural poverty reduction: Fostering rural diversification through enhanced youth employment and better mobility” (GCP/INT/240/ITA) – in brief, the Rural Youth Migration (RYM) project – implemented in Tunisia and Ethiopia between 2015 and 2017, and funded by the Italian Development Cooperation.

What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. Book excerpt: The paper examines the role of land access in youth migration and employment decisions using a two wave panel data set from the Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA) from Nigeria. Overall, the findings show that the size of expected land inheritance is significantly and negatively associated with long distance migration and migration to urban areas, while a similar impact is negligible when a broader definition of migration is adopted and when migration is deemed as temporary. A more disaggregated analysis by considering individual characteristics of the youth shows that results are more elastic for older youth and those that are less educated, while we find no difference when comparisons are made by gender. Similar analysis on the influence of land access on youth employment choices shows strong evidence that the larger the size of the expected land inheritance the lower the likelihood of the youth being involved in non-agricultural activities and a higher chance of staying in agriculture or the dual sector. The results further reveal that youth in areas with a high level of agricultural commercialization and modernization seem to be more responsive to land access considerations in making migration and employment decisions than are youth residing in less commercialized areas. Finally, the results from the differential analysis suggest that rural-to-urban migration and the likelihood of youth involvement in the dual economy is more responsive to the size of the expected land inheritance for less educated youth as compared to more educated ones.

Of these, about 763 million are estimated to be internal migrants; the remaining 281 million are international migrants (International Organization for Migration 2021). Migration is an intrinsic part of the development process, representing one of the greatest opportunities to facilitate economic and social advancement in developing countries. Understanding how different types of individuals and households perceive these opportunities and overcome related constraints, and how these change over time, is of key interest. At the same time, migration presents one of the world’s biggest challenges, requiring adjustments by both sending and hosting communities, and understanding those adjustments is a priority. The CGIAR Research Program on Policies, Institutions, and Markets (PIM) has undertaken more than 40 studies designed to explore the causes and consequences of internal and international migration. In aggregate, the studies help us understand what motivates people to migrate and what factors impinge on their ability to do so. These studies focused on the relationship of migration with rural transformation, gender, youth, climate change, and social protection and cut across the whole PIM research portfolio. This brief synthesizes findings from this research in an attempt to present a more complete picture. While there is a vast literature on migration external to PIM and CGIAR, the results of the PIM investigations constitute valuable inputs into national policies and programs designed to foster economic and social development while maximizing the benefits and reducing the risks of migration.

Book excerpt: International migration has grown rapidly over the past two decades, at an annual rate of 2.4%, prompting increased interest in identifying the root causes of outmigration and the population groups more likely to emigrate. However, anticipating migration is a complex task, as the decision to migrate is often determined by multiple push and pull factors that are typically interrelated and are not always directly observable. This study proposes the Migration Propensity Index (MPI), a novel approach to indirectly estimate a household’s propensity or probability to emigrate. The central idea is to identify and keep track of a reduced set of household-level indicators that are strongly correlated with the (latent) decision of individuals to emigrate. Taken together and converted into an index, the combined indicators reflect the objective likelihood that one or more individuals from a given household will emigrate. The MPI is concise, easy to implement, and statistically rigorous, and avoids asking direct, sensitive questions about migration attempts or intentions, which are prone to refusals and underreporting. We calibrate the index to data for Guatemala, relying on an out-of-sample cross validation procedure using a panel dataset of 2,798 households living in what are considered “vulnerable” municipalities. The data were collected in 2012, 2013, and 2014. We discuss the index design and implementation, including concrete examples of its application. The resulting model includes 12 simple variables (and two location shifters) and correctly identifies 93% of eventual emigrating and non-emigrating households. The MPI can serve policymakers in getting better insights in drivers of migration, monitor present and expected migratory flows, and for targeting of economic and social policies.

In addition, there is a need to progress with contextualised, person-centred, evidence-based guidance for the rehabilitation of people with stroke in Africa, thereby enabling them to lead socially and economically meaningful lives. The research incorporated in the book used a range of primary and secondary methodological approaches (scoping reviews, systematic reviews, meta-analyses, descriptive studies, surveys, health economics, and clinical practice guideline methodology) to shed new insights into African-centred issues and strategies to optimise function post-stroke.
