However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

These ambitious goals were subsequently refined into eight Millennium Development Goals (MDGs), designed to provide a framework for accountability, donor coordination and resource mobilization. The MDGs are: Eradicate extreme poverty and hunger; achieve universal primary education; promote gender equality and empower women; reduce child mortality; improve maternal health; combat HIV/AIDS, malaria and other diseases; ensure environmental sustainability; and develop a global partnership for development. The first seven of these Goals are concerned with outcomes, identifying the progress towards certain standards of human well-being and decent living which should be achieved globally and nationally by 2015. The eighth Goal is concerned with relationships, identifying various aspects of a “global partnership for development” which must be forged to support the realization of these poverty reduction, human development and environmental sustainability standards. The MDGs provide opportunities to start working from real-life development problems. Addressing these problems requires multidisciplinary approaches that combine the natural sciences, the life sciences and technical approaches with social-science approaches. The challenge is to integrate social, economic, political and institutional concerns into research strategy. To be able to achieve this, there is a need to establish a linking pin between research, policy and practice in Nigeria. The aim of such a linking pin would be to synthesize research outcomes on specific MDGrelated topics and to translate these into implications for policy – and decision – making through easily accessible gathering where individual stakeholders can air their views. Book excerpt: For Research Question One, the logistic regression results indicate that five participatory variables are significantly associated with beneficiary satisfaction with the work of the water management committees. These are provision of paid or unpaid labor to the water schemes, household willingness to intervene against pipe vandalism, meeting attendance, willingness to contribute money or time to the community water scheme and whether a household has ever made a complaint about water supply/quality issues. For Research Question Two, the chi-square test shows that households who use community managed water schemes and attend water and sanitation meetings tend to practice better water handing hygiene in the settlements. For Research Question Three, the following factors are identified to be either aiding and/or impeding the success of the schemes; networking and collaboration, continuous community engagement/participation, the formation of water consumer groups, coordination and organizational management, extent of institutional formalization, provision of dividends to the community, clannism, population increase, and poverty and community fatigue. This dissertation sheds new light on the role played by CP in managing vital resources such as water in urban informal settlements/neighborhoods. An important policy contribution is that CP can be used as a viable strategy in the establishment of effective water schemes in urban informal settlements. Furthermore, it can act as an antidote with regards to water quality improvements in urban informal settlements/neighborhoods.
