Book excerpt: Eisenhower's warning about undue influence, rather than the need to maintain American military strength, tends to dominate contemporary discussions of the US defense industrial base. While the percentage of US gross domestic product going to national defense remains low compared to the 1950s and 1960s, there is a growing list of defense programs that have experienced problems with cost, schedule, and, in a few cases, weapon performance. In fairness, the federal government, including the Department of Defense and Congress, is at least as much to blame for many of these programmatic difficulties as US defense firms. Nevertheless, those critical of the defense industry tend to concentrate on these acquisition shortcomings. The main focus of this report is on a larger question. How prepared is the US defense industrial base to meet the needs of the US military Services in coming decades? The Cold War challenge of Soviet power has largely ebbed, but new challenges have emerged. There is the immediate threat of the violence stemming from Salafi- Takfiri and Khomeinist terrorist groups and their state sponsors, that have consumed so much American blood and treasure in Iraq; the longer-term challenge of authoritarian capitalist regimes epitomized by the rise of China and a resurgent Russia; and, not least, the worsening problem of proliferation, particularly of nuclear weapons. In the face of these more complex and varied challenges, it would surely be premature to begin dismantling the US defense industry. From a competitive perspective, therefore, the vital question about the defense industrial base is whether it will be as much a source of long-term advantage in the decades ahead as it has been since the 1950s.

The lack of investment reflects DOD's history of concentrating its resources and attention on product technology rather than process technology. As we described in our initial report, The Role of the Department of Defense in Supporting Manufacturing Technology Development, existing procurement policies and regulations do not provide sufficient investment incentives to contractors. Therefore, direct funding for some manufacturing technology development will have to be provided by DOD.

Book excerpt: During the Bush Administration's first term, even as America's armed forces were fighting wars in both Afghanistan and Iraq, the Pentagon embraced policies to globalize the American defense industrial base. Rather than relying on its traditional U.S. suppliers, the Pentagon increased both its openness to shopping overseas for weapons systems, and its tolerance for foreign purchases of U.S. defense businesses. Pentagon officials argued that the foreign sourcing of products, components, and materials would actually be a good thing for all but the most defense-critical technologies, even claiming that this would lead to faster innovation while cutting costs. Defense industry officials have echoed this position, arguing that the Department of Defense (DOD) should not be restricted to domestic suppliers for its products. The purpose of this report is to examine the extent of this unraveling, and the resulting weakening of America's defense industrial capacity in the coming decades. The approach taken here, however, is different than other efforts to assess the defense industrial base and its reliance on foreign sources of supply for critical items. Instead, the study reported on here analyzes a large body of evidence, drawn from industry and government sources, the professional literature, and many other sources, in an effort to examine the extent that the deterioration of the overall U.S. manufacturing base is contributing to the erosion of the nation's defense industrial base. That is, its focus is on assessing the health and competitiveness of the nation's civilian industrial base upon which a strong defense industrial base, including the ability to produce specialized defense-critical products, ultimately rests.

Book excerpt: U.S. defense industrial base (DIB) deterioration and increased DOD interest in space exploitation highlights the U.S. satellite industry as one DIB sector requiring analysis. Despite DIB problems, this industry must maintain the capability to produce advanced satellites for the DOD. Commercial Military Integration (CMI) will, according to experts, eliminate problems inherent with a separate DIB. This research focused on investigating satellite industry capability to meet DOD space requirements. Through literature review, case study analysis and interviews, effects of a shrinking DIB on the satellite industry were determined. A model for DIB strength was developed and analyzed through literature review. General Electric Aircraft Engines (GEAE) case study showed the potential for commercializing the DIB. Research focused on satellite industry executives whose perspectives illustrated industry capability to meet defense space needs. Results indicated continued DIB deterioration unless Government and defense industry leaders intervene. GEAE sales performance demonstrated how commercializing the DIB can provide stability. Interviews confirmed the satellite industry's ability to meet defense needs, yet space architecture and launch vehicle issues must be addressed. Through flexible manufacturing, dual use and smaller, smart satellites/satellite services, this industry can produce high quality, inexpensive satellites for defense/commercial markets faster, providing additional surge/mobilization capability.
