Book excerpt: Cierto es que el número de personas mayores necesitadas cuidados no deja de aumentar y que las transformaciones producidas en la estructura social y demográfica conducen a que la protección de la dependencia se haya convertido en un asunto prioritario al que tienen que dar respuesta los poderes públicos, conformando uno de los grandes retos a afrontar por un Estado Social avanzado en un contexto de igualdad de oportunidades. Pese a que la voluntad de la Ley 39/2006, de 14 de diciembre, de promoción de la autonomía personal y atención a las personas en situación de dependencia, ha sido la profesionalización de los servicios a las personas mayores, lo cierto es que el impacto en la consecución de este objetivo ha resultado, diecisiete años después, mucho menor del esperado, máxime cuando la escasez de cobertura protectora se hace todavía más patente en el medio rural, pues a los obstáculos generales de falta de infraestructuras y recursos, se une una elevada prevalencia del envejecimiento, acompañada de un incesante éxodo poblacional de personas jóvenes. Esta preocupante realidad aconseja realizar un análisis de los avances sutantivos proyectados o ya incorporados a nuestro ordenamiento jurídico en lo qu ese refiere al diseño normativo de los servicios públicos de cuidados, destacando sus virtudes y poniendo de manifiesto sus lagunas o deficiencias, con el fin último de ofrecer una serie de propuestas de mejora en aras a garantizar, de un lado, la óptima atención a la vejez con independencia del lugar de residencia y, de otro, la creación de empleo de calidad anudado al territorio bajo el prisma de la sostenibilidad ambiental.

It departs from existing models of endogenous growth in emphasizing obsolescence of old technologies induced by the accumulation of knowledge and the resulting process or industrial innovations. This has both positive and normative implications for growth. In positive terms, the prospect of a high level of research in the future can deter research today by threatening the fruits of that research with rapid obsolescence. In normative terms, obsolescence creates a negative externality from innovations, and hence a tendency for laissez-faire economies to generate too many innovations, i.e too much growth. This "business-stealing" effect is partly compensated by the fact that innovations tend to be too small under laissez-faire. The model possesses a unique balanced growth equilibrium in which the log of GNP follows a random walk with drift. The size of the drift is the average growth rate of the economy and it is endogenous to the model ; in particular it depends on the size and likelihood of innovations resulting from research and also on the degree of market power available to an innovator.
