Available in PDF, EPUB and Kindle. Book excerpt: This book makes the case for a standing UN Emergency Peace Service. With this one development - effectively a UN first responder for complex emergencies - the organization would finally have a rapid, reliable capacity to help fulfill its tougher assigned tasks. To date, the UNEPS initiative has encountered an unreceptive political, fiscal, and security environment. Yet overlapping crises are now inevitable as are profound shifts. This book presents an insightful review of the worrisome security challenges ahead and analysis of two recent high-level UN reports. It addresses the primary roles, core principles, and requirements of a UNEPS, as well as the arguments for and against such a dedicated UN service. Further, it reveals that the primary impediments and lessons learned also help demonstrate what may work and, equally important, what won't. With modest support, the book shows, the next steps are feasible, although it's important to recall that ideas, even good ideas, don't work unless we do.

Available in PDF, EPUB and Kindle. Book excerpt: Tennyson shared the assumptions of his age concerning the value of family life, and treated the domestic as the source of the heroic in both action and character. This book provides a critical examination of these major Victorian themes as they appear in Tennyson's poetry and demonstrates how the poet's assumptions illuminate his use of elegy, idyl, and epyllion and his treatment of romance. Professor Hair analyses In Memoriam, the English Idylls, The Princess, and Idyls of the King; he examines Tennyson's view of the family as the model of social order, a civilizing influence on the nation, and a place where the greater man, or hero, is nurtured; and he reveals how much of Tennyson's poetry explores the link between domestic and heroic. He also discusses the patterns into which these pervasive domestic concerns fall, with emphasis on the most significant: separation and reunions. The myth of Demeter and Persephone, the Biblical story of Ruth, and the Sleeping Beauty fairy tale are all versions of Tennyson's treatment of this pattern. The English Idylls and other idyls and epyllia are explored as varying combinations of romance, satire, tragedy, comedy, and irony, with a detailed analysis of The Princess, the most complex of these medleys. Idylls of the King, wherein the fate of Camelot rests on the marriage of Arthur and Guinevere, is treated as the fullest exploration of the link between domestic and heroic.

Book excerpt: Scope of Study: This dissertation explores what motivates not-for-profit social service agencies to merge and whether the merger achieves what was intended. It also looks at unanticipated problems and changes to mission statements as a result of the merger. A triangulation methodology incorporated a quantitative survey instrument and case studies to conduct the research. The agencies included in the study have experienced a merger since 1988 and are members of the Alliance for Children and Families, a national organization of family and child-serving agencies. Findings and Conclusions: This study shows that agencies are merging to share resources and improve client services, in contrast to the findings of the literature that focus on mergers as a response to survival. This pro-active motivation for merger is more similar to that of for profit companies. The results of the mergers among not-for-profit agencies differ dramatically, however, from the two-thirds failure rate reported in the literature for for profit companies. The agencies included in this study reported substantial goal achievement overall, but particularly for improved client services. Less successful were goals related to administrative cost savings and organizational stability. This view of merger as an opportunity for growth rather than a reaction to a threat provides agencies an important perspective as they make critical decisions about the feasibility of strategic restructuring.

Available in PDF, EPUB and Kindle. Book excerpt: Accidental harm to civilians in warfare often becomes an occasion for public outrage, from citizens of both the victimized and the victimizing nation. In this vitally important book on a topic of acute concern for anyone interested in military strategy, international security, or human rights, Alexander B. Downes reminds readers that democratic and authoritarian governments alike will sometimes deliberately kill large numbers of civilians as a matter of military strategy. What leads governments to make such a choice? Downes examines several historical cases: British counterinsurgency tactics during the Boer War, the starvation blockade used by the Allies against Germany in World War I, Axis and Allied bombing campaigns in World War II, and ethnic cleansing in the Palestine War. He concludes that governments decide to target civilian populations for two main reasons—desperation to reduce their own military casualties or avert defeat, or a desire to seize and annex enemy territory. When a state's military fortunes take a turn for the worse, he finds, civilians are more likely to be declared legitimate targets to coerce the enemy state to give up. When territorial conquest and annexation are the aims of warfare, the population of the disputed land is viewed as a threat and the aggressor state may target those civilians to remove them. Democracies historically have proven especially likely to target civilians in desperate circumstances. In Targeting Civilians in War, Downes explores several major recent conflicts, including the 1991 Persian Gulf War and the American-led invasion of Iraq in 2003. Civilian casualties occurred in each campaign, but they were not the aim of military action. In these cases, Downes maintains, the achievement of quick and decisive victories against overmatched foes allowed democracies to win without abandoning their normative beliefs by intentionally targeting civilians. Whether such "restraint" can be guaranteed in future conflicts against more powerful adversaries is, however, uncertain. During times of war, democratic societies suffer tension between norms of humane conduct and pressures to win at the lowest possible costs. The painful lesson of Targeting Civilians in War is that when these two concerns clash, the latter usually prevails.
