Based on an original dataset of written and oral interviews gained from national and subnational governmental units of industrial policymaking in Mexico, the book shows how attribution and power are diffused across the contemporary state’s multiple levels. Notable subnational projects explored by the book include public-private collaboration, productive investments and an interesting array of incentives targeted towards industrial upgrading and innovation. The book concludes by providing a distinctive and systematic comparison between subnational units from different countries in Latin America and further afield, in order to assess the commonalities of developmental roles and policies. However, neither competitiveness nor infrastructure concerns are new for Brazil. In the 1990s, Brazilian policy-makers adopted a series of liberalizing economic reforms that exposed the poor condition of logistics infrastructure and inadequate investment in Brazilian ports, roads, railways and airports. Over twenty years later, the implications of those reforms still colour Brazil’s prospects for development. Mahrukh Doctor’s book evaluates the political economy of reform in Brazil and the difficulty of implementing institutional modernization in the context of opposition from vested interests originating in the state and civil society. It focuses specifically on the Port Modernization Law, which aimed to augment the country's competitiveness by creating efficient and low cost ports. Based on primary research carried out over a period of twenty years using original qualitative data, Doctor’s analysis focuses on the difficulties in implementing this law and how those difficulties are symptomatic of the wider issues associated with lack of sufficient investment in infrastructure in Brazil. Using the case of the business lobby for port reform, the book examines the evolving nature of business-state relations and the process of institutional change in Brazil. Book excerpt: Researchers in international development have long argued that the high costs of doing business harms prosperity in developing countries, a claim that invites the question of why governments impose these costs and why societies fail to enact reforms reducing them. This book seeks to answer the question by looking at the case of Brazil, a large and highly unequal economy riddled with state-imposed transaction costs. By delving into the political dynamics underlying a costly business environment, this book provides the reader with novel insights into crony capitalism and inequality. It argues that the root cause of a costly business environment is the collusion between political actors, bureaucrats and business insiders. Politicians and bureaucrats relish their discretion over rules and policies as a power resource, since they can increase or decrease the costs of doing business faced by firms and sectors. Business insiders collude with government agents to access the loopholes that decrease the cost of doing business, thus gaining a competitive edge over outsiders. This gives the insiders weaker preferences for reforms that could decrease the overall cost of doing business. By pursuing their self-interest, these actors create a low-level equilibrium that perpetuates crony capitalism and inequality to the detriment of overall prosperity. The book makes its case with a sophisticated combination of formal modeling, quantitative analyses and in-depth case studies of tax policy and of the pharmaceutical and agricultural sectors in Brazil. Observers have declared the need for reforms that improve the business environment in developing countries for a long time. However, the findings presented in this book suggest they might have underestimated the challenge ahead. Scholars and policy-makers in international development, business politics and political economy will be interested in the innovative perspective of this book.

Latin American and Caribbean (LAC) countries have displayed limited trade openness and weak integration into GVCs. Their trade is roughly one-third of GDP on average, compared with one-half in countries in Europe and Central Asia, as well as East Asia and the Pacific—and that share has not grown since 2000. Although the gaps between potential and actual GVC integration are the result of economic fundamentals—such as geography, market size, institutions, and factor endowments—policy choices matter as well. The region has untapped potential in trade and GVCs to grow in the wake of COVID-19 (coronavirus). Deep trade agreements are reciprocal agreements between countries that seek integration of goods, services, and factors’ markets, or deep integration. Drawing on new data and evidence, Deep Trade Agreements: Anchoring Global Value Chains in Latin America and the Caribbean shows that these agreements can drive policy reforms that can help the region overcome some of its disadvantageous fundamentals. Four areas of deep integration—trade facilitation, regulatory cooperation, services, and state support—are priorities to improve the participation of countries in the region in GVC: 1. Facilitating trade can reduce border delays and ease the challenges caused by the remoteness of some countries. 2. Improving regulatory cooperation can help create larger regional markets by reducing the costs of nontariff measures. 3. Opening the service economy can compensate for factor endowment scarcity and facilitate access to skills and technology. 4. Fostering competition and regulating state support and state-owned enterprises can improve the quality of economic institutions. These areas are increasingly important as global trade tensions persist and economies recover from the COVID-19 pandemic. In these times of uncertainty and upheaval, the policy commitments in deep trade agreements can create a more stable institutional environment to promote the ability of countries to participate in GVCs and to reap the benefits of integration.
