This book provides a comprehensive exposition of how to conduct impact evaluations. Part I provides an overview of impact evaluations and comprises five chapters which are accessible to readers who have few or none of the technical (statistical and econometric) skills that are needed to conduct impact evaluations. Parts II and III make use of statistical and econometric methods and are at a level similar to a graduate-student course but written to make them accessible to the ambitious reader whose skills are not at that level. Part II presents, in Chapters 6-10, a comprehensive discussion of the use of randomized controlled trials (RCTs) to conduct impact evaluations, including a general discussion of the ethical issues involved in conducting impact evaluations. Part III presents the main non-experimental methods that are used to implement impact evaluations when RCTs are not feasible or not recommended for other reasons. Chapters 11 and 12 present regression methods, including difference-in-differences estimation. Matching methods are described in Chapter 13, after which regression discontinuity methods are covered in Chapter 14. Instrumental variable methods, including the estimation of local average treatment effects (LATE), are discussed in detail in Chapter 15. Chapters 16 and 17 cover more advanced topics: quantile treatment effects and control function methods, respectively. Part IV then considers more practical issues when conducting impact evaluations, including designing questionnaires (Chapter 18), data collection methods and survey management (Chapters 19 and 20), and disseminating results to policymakers (Chapter 21). Finally, Part V addresses two topics in impact evaluation: qualitative methods for conducting impact evaluations (Chapter 22), and cost-benefit and cost-effectiveness analysis (Chapter 23).

This increased inequality may be less worrisome if Vietnamese households experience a high degree of income mobility over time. This is because high mobility implies that the long-run distribution of income is more equally distributed than the short-run distribution, since some individuals or households are poor in some years, while others are poor in other years. Glewwe and Nguyen examine economic mobility in Vietnam using recent household survey panel data. The problem of measurement error in the income variable, which exaggerates the degree of economic mobility, is directly addressed. Correcting for measurement error dramatically changes the results. At least one half of measured mobility is because of measurement error. This paper"a product of Macroeconomics and Growth, Development Research Group"is part of a larger effort in the group to study household welfare and poverty reduction in Vietnam. Accurate measurement of profits from microenterprises is therefore critical for studying poverty and inequality, measuring the returns to education, and evaluating the success of microfinance programs. But a myriad of problems plague the measurement of profits. The authors report on a variety of different experiments conducted to better understand the importance of some of these problems and to draw recommendations for collecting profit data. In particular, they (1) examine how far we can reconcile self-reported profits and reports of revenue minus expenses through more detailed questions; (2) examine recall errors in sales and report on the results of experiments which randomly allocated account books to firms; and (3) ask firms how much firms like theirs underreport sales in surveys like this, and have research assistants observe the firms at random times 15-16 times during a month to provide measures for comparison. The authors conclude that firms underreport revenues by about 30 percent, that account diaries have significant effects on both revenues and expenses but not on profits, and that simply asking profits provides a more accurate measure of firm profits than detailed questions on revenues and expenses.

By combining baseline data from a traditional household survey with subsequent interviews of selected respondents using mobile phones, this facilitates welfare monitoring and opinion polling almost real time. The purpose of this handbook is to contribute to the development of the new field of mobile phone data collection in developing countries. The handbook documents how this innovative approach to data collection works, its advantages and challenges. The handbook draws primarily from the authors’ first-hand experiences with mobile phone surveys in Africa and also benefits from experiences elsewhere. It is intended to serve a diverse audience including those involved in collecting (representative) data using mobile phones, and those using data collected through this approach. For those who will be implementing a mobile phone panel survey, the different chapters guide them through every stage of the implementation process. For potential users of the data collected via mobile phone technology, the handbook presents a new approach to data collection which they can use for monitoring programs and facilitate almost real time decision-making. A further purpose of this book is to contribute to the debate regarding the advantages of the method as well as the challenges associated with it.
