For the last two decades, the Air Force wrestled with the imperative to develop a cadre of military space professionals. The emergent Space Force provides an opportunity to revisit the topic of space professionalism and consider its importance within the space service. The Air Force made important strides in space professional development, including training, education, and certification, but its focus centered on the individual space professional rather than the institutional space profession. Professions require a focus not only on competence, but on other factors such as character, commitment, trust, and stewardship at the institutional and individual level. The 2001 Space Commission recognized the importance of developing a space-minded workforce. Despite Air Force efforts to implement Space Commission recommendations, space programs continued to experience significant cost and schedule overruns and multiple government reports identified shortfalls in space workforce expertise, particularly in space acquisitions. The successful development of space professionals at the individual level requires the firm establishment of a space profession at the institutional level, as well as an institutional commitment to properly resource the profession. The Space Force should formally define and establish a space profession of arms because it provides members with a foundation, it mitigates service tendencies to behave as a bureaucracy, national-level policies and assessments consistently emphasize the need for space professionals, the emerging strategic environment demands an effective space workforce, and the Space Force provides the opportunity to revisit space professionalism. This paper recommends four specific actions for instituting a military space profession within the Space Force."--Abstract.

Bush in 2004 sets NASA and the nation on a bold path to return to the Moon and one day put a human on Mars. The long-term endeavor represented by the VSE is, however, subject to the constraints imposed by annual funding. Given that the VSE may take tens of years to implement, a significant issue is whether NASA and the United States will have the workforce needed to achieve that vision. The issues range from short-term concerns about the current workforce's skills for overseeing the development of new spacecraft and launch vehicles for the VSE to long-term issues regarding the training, recruiting, and retaining of scientists and engineers in-house as well as in industry and academia. Asked to explore science and technology (S&T) workforce needs to achieve the nation's long-term space exploration, the Committee on Meeting the Workforce Needs for the National Vision for Space Exploration concluded that in the short term, NASA does not possess the requisite in-house personnel with the experience in human spaceflight systems development needed to implement the VSE. But the committee acknowledges that NASA is cognizant of this fact and has taken steps to correct it, primarily by seeking to recruit highly skilled personnel from outside NASA, including persons from industry and retirees. For the long term, NASA has to ask if it is attracting and developing the talent it will need to execute a mission to return to the Moon, and the agency must identify what it needs to do to attract and develop a world-class workforce to explore other worlds. A major challenge for NASA is reorienting its human spaceflight workforce from the operation of current vehicles to the development of new vehicles at least throughout the next decade, as well as starting operations with new rockets and new spacecraft. The committee emphasizes further that when evaluating its future workforce requirements, NASA has to consider not only programs for students, but also training opportunities for its current employees. NASA's training programs at the agency's various field centers, which are focused on NASA's civil service talent, require support to prevent the agency's internal skill base from withering. Furthermore, NASA faces the risk that, if it fails to nurture its own internal workforce, skilled personnel will be attracted to other government agencies and industry. Building a Better NASA Workforce: Meeting the Workforce Needs for the National Vision for Space Exploration explains the findings and recommendations of the committee.

The paper begins by examining the historical evolution and fractured history of space in the United States government's bureaucratic machine. Next, this paper looks at multiple reports calling for changes in space leadership and oversight, and the inability to effect meaningful change, evaluating the need for an independent Space Force. It then discusses the various roles and missions an independent space force would assume. Finally, it discusses the legal framework necessary to establish a USSF and analyzes a legislative proposal. Though this paper advocates for standing up a separate USSF, the true value of this paper is the legislation proposed in Appendix 2, and the analysis of that proposal herein. Simply considering the specific recommendations in that enabling legislation is beneficial should the United States move toward establishing a USSF.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The similarities between child in need of care cases and the current United States Air Force (USAF) oversight of national security space are unfortunately striking. The Air Force has been unable to properly care for space, and like the removal of the Air Force from the purview of the United States Army in 1947, removing space from Air Force management and oversight may be in the best interests of both parent and child. Congress and the Department of Defense (DOD) gave the Air Force a "parenting plan" of sorts, and for years the Air Force has failed to make significant progress on that plan and demonstrated an inability to complete that plan successfully. Time has run out, and the best interest of space dictates removal from the USAF. "Space is a war-fighting domain, just like the land, air, and sea... we have the Air Force, we'll have the Space Force." President Trump's words reflect the ever-growing reality that the character of warfare is changing. Much like the air domain from the end of World War I through World War II, space has emerged and evolved as a war-fighting domain. Rather than the supporting role space served up to this point, warfare in the future is likely to extend or even begin within the space domain. Additionally, as the burgeoning commercial space economy continues to grow, so too will the need for security and protection of lines of commerce grow. Unfortunately, the current USAF construct is ill equipped to meet and overcome the challenges presented by such a change in the character of war, and a new dynamic is necessary.This paper examines the USAF role in managing space and makes recommendations for the future of space in the United States military. Space-enabled capabilities have become fundamental across the spectrum of military and civilian activities. The space superiority gap that the US military has held for decades is narrowing as access to space technology, and to space itself, becomes more widespread, allowing more nations, private industry, and non-state actors to become significant players in space. In response to this trend, the US Department of Defense and Congress are seeking to establish the Space Force as an independent branch of the Armed Forces. This thesis applies a systems thinking method to designing the structure and function of the Space Force. Through review of open-source literature, the study summarizes the current state of the military space enterprise and assesses the arguments made by advocates of various approaches to organizing the space forces. The US military possesses extensive space power, executing critical missions such as navigation, imagery, and communications. US government space functions also include space intelligence, managing space traffic, and regulating the space industry. The literature review enables understanding of the existing architecture, five proposed alternative architectures and the eight key decisions on which they are based, and eight utility and cost metrics for evaluating the options. Tradespace analysis reveals the relative value of the six architectures and how they compare to other possible configurations to inform the Space Force debate. This limited investigation expressly does not include classified information or insider perspectives, and therefore does not offer policy recommendations, but within its limitations and assumptions the tradespace analysis offers some useful conclusions. First, creating the Space Force as a separate branch of the military is consistent with national security priorities and the current circumstances of the military and industry. Second, making the Space Force a whole-of-government organization yields the highest utility, though at the highest cost, amongst the six architectures under consideration. Third, military space capability commercialization can allow reduced cost and improved utility compared to the current architecture. Finally, consolidated space acquisitions only, without additional steps toward a separate Space Force, might not improve the military space enterprise compared to the existing baseline. Recommendations for future study include incorporating classified data and key stakeholder input into the framework, further decomposing the military space functions to elaborate the tradespace in greater detail and defining criteria for commercialization of space capabilities. These additional steps will enable the research to reliably inform policy decisions.

In response to a request from the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council conducted five fact-finding meetings at which senior Air Force commanders in the science and engineering, acquisition, test, operations, and logistics domains provided assessments of the adequacy of the current workforce in terms of quality and quantity.

To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.
