In order to evaluate material characteristics under specified conditions, material probes are outset to biaxial movements, i.e. traction or pressure, and torsion. The machines for this particular application typically use hydraulics for the power generation; the exact movement is achieved by servo-ventils. Industrial manufacturers demand at least 300.000 € for building a machine like that. This appears very expensive, keeping in mind the very basic task of the machine. Whereas a university of western industrialized countries may bear inversions like that, for universities of third world it is hardly possible to procure such a machine. This was the motivation for the Department of Mechanical Engineering and Material Science at the Escuela Superior de Ingenieros de Sevilla to start a project in order to find a cheap as well as reliable solution for biaxial material fatigue testing. After years of service this machine had stopped working due to various reasons. The service to this machine was also stopped from the supplier of this machine. In an intention to start the machine, it was necessary to know about the machine and there was no material available through which the author could know the functioning of the subcomponents of the machine. Reverse Engineering came to the rescue and the literature foundation of the machine has been done. The fault diagnosis of the machine was done to fix many faults in the machine. One point of time author realized that it would be difficult to proceed to fix the machine with the given data derived out of the machine. The fatigue testing was compromised and tensile and compression testing could be done with development of new control circuit designed and fabricated. Author has suggested some steps to be taken to restore the machine as fatigue testing machine or even design the new machine with latest technology.

The 21 selected papers provide an up-to-date survey of engineering practice and a preview of design methods that are advancing toward application. Reliability was selected as a key theme for FD'98. During the design of components and structures, it is not sufficient to combine mean material properties, average usage parameters, and pre-selected safety factors. The engineer must also consider potential scatter in material properties, different end users, manufacturing tolerances and uncertainties in fatigue damage models. Judgement must also be made about the consequences of potential failure and the required degree of reliability for the structure or component during its service life. Approaches to ensuring reliability may vary greatly depending on the structure being designed. Papers in this volume intentionally provide a multidisciplinary perspective on the issue. Authors represent the ground vehicle, heavy equipment, power generation, ship building and other industries. Identical solutions cannot be used in all cases because design methods must always provide a balance between accuracy and simplicity. The point of balance will shift depending on the type of input data available and the component being considered.
