Book excerpt: By tracing the complex relationship between the Sandinista government and the Nicaraguan business elite, this book examines the shifting mix of alliances and oppositions that shaped the Sandinista revolution. Rose Spalding takes issue with models of the business sector that assume a high degree of class cohesion. Drawing on carefully structured interviews with ninety-one private-sector leaders at the end of the Sandinista era, Spalding documents responses to the Sandinista government that range from extreme ideological hostility to enthusiastic support. To explain this variation, Spalding explores such factors as the prerevolutionary social and economic characteristics of the elite, their organizational networks, and their experiences with expropriation and government subsidies. She is one of the first scholars to look at the ways in which these groups have evolved in the postrevolutionary era under the Chamorro government. In addition, Spalding provides a valuable analysis of four other cases of attempted structural change, thereby drawing broader, cross-national comparisons and developing theoretical insights about the political character of the 'bourgeoisie.' But over the past four decades, the country has suffered political and economic crises of increasing intensity that have stalled industrial growth, sharpened class conflict, and led to long periods of military rule. In this book, Paul Lewis attempts to explain how that happened. Lewis begins by describing the early development of Argentine industry, from just before the turn of the century to the eve of Juan Peron's rise to power after World War II. He discusses the emergence of the new industrialists and urban workers and delineates the relationships between those classes and the traditional agrarian elites who controlled the state. Under Peron, the country shifted from an essentially liberal strategy of development to a more corporatist approach. Whereas most writers view Peron as a pragmatist, if not opportunist, Lewis treats him as an ideologue whose views remained consistent throughout his career, and he holds Peron, along with his military colleagues, chiefly responsible for ending the evolution of Argentina's economy toward dynamic capitalism. Lewis describes the political stalemate between Peronists and anti-Peronists from 1955 to 1987 and shows how the failure of post-Peron governments to incorporate the trade union movement into the political and economic mainstream resulted in political polarization, economic stagnation, and a growing level of violence. He then recounts Peron's triumphal return to power and the subsequent inability of his government to restore order and economic vigor through a return to corporatist measures. Finally, Lewis examines the equally disappointing failures of the succeeding military regime under General Videla and the restoration of democracy under President Raul Alfonsin to revive the free market. By focusing on the organization, development, and political activities of pressure groups rather than on parties or governmental institutions, Lewis gets to the root causes of Argentina's instability and decline--what he calls "the politics of political stagnation." At the same time, he provides important information about Argentina's entrepreneurial classes and their relation to labor, government, the military, and foreign capital. The book is unique in the wealth of its detail and the depth of its analysis.

Book excerpt: Chile, which suffering from many of the same social and economic problems that afflict other Latin American countries, has enjoyed remarkable political stability. With the exception of one brief interlude, Chile has been governed by elected rules for half a century. The feature of Chilean development that explains its exceptional nature in contrast to the rest of Latin America is the special role of the bureaucracy, which functions as a broker for the conflicting demands of both the new and the traditional groups. Yet a strong dichotomy is evident between the entrepreneurial and bureaucratic elites, which have benefited and participated in the dominant society, and the peasantry, which has been largely exploited and excluded from the polity. Petras finds that the attempts to develop a dynamic industrial society in Chile have so far ailed. Chronic problems of slow economic growth and a rigid social system have been managed through a delicate system of political balances involving established parties and interest groups. While this arrangement has contributed to Chile's stability, it has also served to delay the entry of the peasantry and urban lower class into the polity, and as these groups do enter the political arena, they do so as radicals, increasingly hostile to established leaders and institutions. Working with fresh data, Petras considers virtually every aspect of Chile's social, political, and economic development, including industrialization and the roles of the right wing, the middle class, the peasantry, and the bureaucracy; and he gives detailed consideration to the programs and behavior of the Popular Action Front (FRAP) and the Christian Democratic party. In his final chapter,the author hazards a number of predictions concerning the future course of Chilean politics. He anticipates that the present trend toward basic social change will continue and that this will include limitation of the powers and prerogatives of the rich, a greater role for the government in planning and directing the economy, and some outright expropriation. In the long run, a realignment of major politcal forces is probably, with the likely result that opposition to reform will increase. The heavy involvement of North American firms in the Chilean copper-mining industry could lead to a conflict between a national-popular government in the United States.
