Book excerpt: The essays in this collection were originally given at the international colloquium Cent Ans de Bataille: La Bataille de Cent Ans held at the Fondació Tàpies in Barcelona in September 1998. They are written from a variety of perspectives but are drawn together by the singular aim of addressing and interrogating Georges Bataille as our contemporary whose fascination with the rupture between mythical and experimental forms of discourse defines our own age as much as it did in Bataille’s own time. More precisely, the essays in this collection range over Bataille’s status as a novelist, a poet, an art critic, a philosopher and a prophet of post-modernity with this aim in mind. They not only seek to advance and clarify debate about Bataille’s present status in the post-modern canon but also shed new light on the complex relation between Bataille and the present generation of readers who have come to him through the prism of post-modernist thought. It is of significance for each writer in this collection, most crucially, that the premonition of catastrophe which defined Bataille’s fluid political positions is also located between tragedy and irony.

Book excerpt: Excerpt from Life of Lord Kitchener, Vol. 1 of 3 Sir george arthur has undertaken the difficult task of writing a Life of Lord Kitchener within four years of his death. He has, I believe, in so doing been well advised, and he has produced a work of great value. The interest of Lord Kitchener's career, its extra ordinary culmination, the public enthusiasm which in these last critical years centred upon him, and the dramatic end, demand immediate treatment by a friend whose inside knowledge of recent events from Lord Kitchener's own point of view is second to none. Book excerpt: The United Nations Convention on the Law of the Sea of 10 December 1982 entered into force on 16 November 1994. Since this date a single binding instrument has regulated the rights and duties of States at sea and regarding the sea. New concepts, such as the exclusive economic zone, archipelagic waters, transit passage through straits, and the International Seabed Area, are now fully recognized. The fifteen member States of the European Union are a significant sample for analyzing the practice of States, or at least that of the Western industrialized States, as regards the law of the sea. They include major and small maritime powers, coastal and land-locked States, States with coasts on the Atlantic Ocean and States with coasts on semi-enclosed seas such as the Baltic and the Mediterranean, States with and without involvement in deep seabed mining and States with different interests as regards fisheries. The fact that they all belong to the European Union is a very important common feature, which amply justifies the choice made to study them together. The book's aim is to give, through essays prepared by well-known specialists, a detailed survey of the attitudes and practice concerning the law of the sea of the member States of the European Union and of the European Community as such. The common positions of the member States and the results of their coordinated action also emerge from these essays. The fact that the member States and the European Community are now actively engaged in the process of becoming parties to the Law of the Sea Convention is certainly a major contribution to the consolidation of the Convention as a universal instrument, or at least as an instrument widely ratified by States of all continents and economic and political interests.

Book excerpt: The European Yearbook has expanded over the years in keeping with the role played by European institutions compared with national ones. It is an indispensable work of reference for anyone dealing with these institutions, which have become so numerous & varied that no-one can possibly memorise all their acronyms or functions. The European Yearbook provides aids for finding one's way through the labyrinth of these organisations which coordinate a variety of activities in over 20 countries. One of the aids is an 'organisation chart' at the beginning of the documentary section, giving a clear picture of the general situation. A perusal of the many contributions in the volume organisation by organisation, shows the full diversity of the activities which Europe is gradually taking over from national governments, with their consent & financial support. Written in both of the Council of Europe's official languages, English & French, the European Yearbook also contains a general index by subject & name which constitutes a very valuable list of articles & provides direct access to the work's subject matter, regardless of the particular organisation concerned, offering a kind of cross-section of the activities of European organisations.

Available in PDF, EPUB and Kindle. Book excerpt: Songs and Politics in Eastern Africa brings together important essays on songs and politics in the region and beyond. Through an analysis of the voices from the margins, the authors (contributors) enter into the debate on cultural productions and political change. The theme that cuts across the contributions is that songs are, in addition to their aesthetic appeal, vital tools for exploring how political and social events are shaped and understood by citizens. Urbanization, commercialization and globalization contributed to the vibrancy of East African popular music of the 1990s which was marked by hybridity, syncretism and innovativeness. It was a product of social processes inseparable from society, politics, and other critical issues of the day. The lyrics explored socials cosmology, worldviews, class and gender relations, interpretations of value systems, and other political, social and cultural practices, even as they entertained and provided momentary escape for audience members. Frustration, disenchantments, and emotional fatigue resulting from corrupt and dictatorial political systems that stifle the potential of citizens drove and still drive popular music in Eastern Africa as in most of Africa. Songs and Politics in Eastern Africa is an important addition to the study of popular culture and its role in shaping society.

This publication is certainly the first major thematic and critical synthesis on the condition of socially vulnerable persons (PSV) in Africa. An excellent line-up of 40 experts and institutions from different countries of the continent is making an effort to understand this phenomenon, which has become worrying, through a complex, retrospective, factual, current, quantified, punctual, prospective and relatively exhaustive analytical inventory. The various contributions are accompanied by strong recommendations that challenge the holders of issues for their application in a process of co-construction for an active citizenship of transformation. It is a document of advocacy/indictment and lobbying in favor of the development, protection and improvement of the social conditions of the elderly and persons with disabilities in Africa in terms of health, food, housing, environment, social protection, income maintenance, employment and education, given their increasing numbers in relative and absolute terms. The issue of socially vulnerable people is thus brought to the forefront of important, if not permanent, political-social and scientific concerns. It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. The initial assignment is to build legal, psychological, socio-anthropological and political vehicles in order to initiate positive change and sustainable protection of VHPs, as well as customary protocols for their valorization in African cultures and traditions.
