Book excerpt: Despite the vast potential Nigeria has as an oil country, its downstream sector production has failed to meet up with the demand of the populace, leading to shortages in fuel, long queues at the pumps; and the claim of heavy subsidization in the importation of fuel by the government to meet up with the demand. To reverse this trend and to address this crisis in the downstream, the government deregulated the sector. This study will look into the changes that have been witnessed by the oil industry, examine the effects of the policy and seek to answer the question of the availability of an alternative remedy to the situation. Having looked at the effects of the policy, this study will, most especially, seek to address how best the post-deregulation situation can be managed.

Book excerpt: This article examines the downstream sector of the Nigerian oil and gas sector has in recent times, it has being operating at crossroads. With the huge amount of money spent by the Federal Government of Nigeria on subsidizing petroleum products into the country is causing economic dislocation. In remedying this malady, this article examines the policy of the government on total deregulation of the downstream sector from the law and economic perspective. Deregulation is a process of allowing the market forces to be the major determinant of petroleum prices. Law and economics otherwise known as the economic analysis of law is best viewed as a social tool that promotes economic efficiency. This article evaluates the economic efficiency of deregulation in light of existing laws and proposed laws coupled with recent social events. This article reveals arguments for and against deregulation but concludes that the adverse effect of deregulation is not ad infinitum but will bring about self-sufficiency and economic buoyancy.

Available in PDF, EPUB and Kindle. Book excerpt: The Nigerian state has been oil-rich for decades, and yet perennially incapable of converting its oil resources into wealth for ordinary Nigerians. Adeoye O. Akinola tackles this “vexed” oil question by examining the political economy of efforts to deregulate the Nigerian downstream oil industry. Focusing on themes of globalization and democratization, this book considers how a resource-rich developing country like Nigeria can exploit the opportunities of globalization and navigate the pressures of democratization and the challenges of liberalization. Pairing sophisticated theoretical frameworks with firsthand accounts from actors in the oil industry, this book identifies the root causes of Nigeria’s development struggles and offers practical policy solutions for successfully deregulating the oil sector. For public officials and policymakers as well as researchers, this book offers a critical new lens on the future of natural resource management in Nigeria and the Global South.

Book excerpt: Despite the tremendous contributions of petroleum products to the Nigerian economy, having appropriate pricing policy has been a contentious issue and remains one of the most complex socio-economic policy issue. This research estimates the demand elasticities of the three subsidised petroleum products in Nigeria (gasoline, kerosene and diesel) between 1980 and 2008 and determines their implications to the impending deregulation of the downstream petroleum sector of Nigeria. Lagged endogenous dynamic model approach to regression is used, due to the derived nature of energy demand. The findings revealed that demand for gasoline is price and income inelastic in short and the long-runs. However, the demand for kerosene and diesel, are income elastic in the long-run, with negative elasticities. In all the products demand is more responsive to changes in income than prices. The results implied that deregulating gasoline price may have positive socio-economic and environmental implications, whereas deregulating kerosene price may have negative socio-economic and environmental implications. The deregulation of diesel price, which was fully implanted in 2007, was economically rationale.

Book excerpt: This book is an in-depth analysis of the deregulation of the downstream oil sector in Nigeria. The book which uses a multidisciplinary approach x-rayed the cacophony of official reasons given by government to justify its fervent drive towards deregulation even though the requisite macro-economic policies that would make deregulation to flourish were not put in place. The book, contended that, price hikes which appear to be the vogue and the main drive is not analogous with deregulation. The book recommended that, the government should continue to subsidize the cost of petroleum products and that all corrupt elements feeding fat on the subsidy should be sacked.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria is Africa's largest oil producing country. Oil generates enormous wealth but also extensive and devastating conflict in the country. High Stakes and Stakeholders critically explores the oil conflict in Nigeria, its evolution, dynamics and most significantly, the interplay and consequences of high stake politics for the reproduction and persistence of the conflict. It presents a conceptual anatomy of state-oil industry-society relations and demonstrates how the embedded material interests and accumulation patterns of different stakeholders underlie, shape and complicate both the oil conflict and security. In addition, the book provides key insights into comparable conflicts elsewhere in the global south, developing a logical framework for resolving the oil conflict in Nigeria and for reforming the security sector. This book is valuable reading material for courses in international political economy, social ecology, development studies, African politics, conflict and security studies, and environmental law and management. It will also be of interest to policy practitioners, civil societies and the oil industry.

Available in PDF, EPUB and Kindle. Book excerpt: This is a scrupulous account of the petroleum industry from 1906 to the present. The story traces development before the discovery of oil in Oloibiri and proceeds to offer comprehensive account of various legislative instruments that were adopted in the development process. The Nigerian Content Law, the gas flaring difficulties and the issue of sabotage are amply dealt with. The book has several media reports to spotlight the heavy corruption ravaging the industry and closes with the attempted subsidy removal by the Jonathan administration. The author ends with a philosophical rhetoric "as if there is no future", calling into question the role of politics and politicians in the misfortune of Nigeria's oil and gas sector. The application of legislation and regulation to the practice of oil and gas is a consistent theme permeating through the book, giving it not only a solid academic emphasis to the readers, but also a strong orientation towards policy. The book is well positioned to address the technical and commercial issues of the Nigerian's oil and gas sector which should be familiar to oil company managements and experts.
