Die Deutschen werden immer älter. Deutschland gehen die Fachkräfte aus. Solche und ähnliche Hiobsbotschaften dominierten in den vergangenen Jahren häufig die Schlagzeilen. Der demografische Wandel und der Fachkräftemangel sind in aller Munde. Aufgrund sinkender Geburtenraten und der steigenden Lebenserwartung ist die Bevölkerung Deutschlands innerhalb von 150 Jahren rapide gealtert. Nachdem die Bevölkerungszahlen im selben Zeitraum förmlich explodierten, beginnt nun die Zeit der Schrumpfung. Deutschland altert und schrumpft gleichzeitig. Derzeit hat Deutschland relativ zur Einwohnerzahl die niedrigste Geburtenzahl weltweit. Dies bleibt natürlich auch für die Entwicklung der Erwerbsbevölkerung nicht folgenlos. Auch diese wird schrumpfen und altern. Infolgedessen wird sich auch der Anteil der Fachkräfte verringern. Bereits heute beklagen einige Branchen einen Fachkräftemangel. Aufgrund der zu erwartenden und sich bereits heute abzeichnenden demografischen Entwicklungen wird sich dieser weiter verschärfen. Ziel der Arbeit ist es, das Ausmaß des Fachkräftemangels darzustellen, dessen Ursachen zu analysieren sowie Handlungsmöglichkeiten aufzuzeigen, um einer Verschärfung des Fachkräftemangels in Zukunft entgegenzuwirken. Zudem sollen Zusammenhänge zwischen den beiden Aspekten demografischer Wandel und Fachkräftemangel aufgedeckt werden.

Book excerpt: Because of the high number of involuntary migrants who arrived in Germany over the past years, displaced people may at least partly counteract the economic consequences of the demographic change in Germany. Yet, particularly displaced women are comparatively seldom employed in Germany. The purpose of this thesis therefore is to identify factors that impede the inclusion of displaced women into the German labour market and examine their respective importance. The employment of these women has, amongst others, positive effects on their social integration, the federal budget and the German economy. In this thesis, a theoretical analysis of relevant literature concerning the topics migration, gender equality, employment and impediments for labour market integration of displaced women is given. Afterwards, two surveys are presented. The first survey is a quantitative one analysing the data of 42 displaced women. The second one is qualitative, gathering information from five experts. Main impediments for integration of displaced women into the labour market are the lack of professional experience and education, particularly poor German skills. Other major difficulties are traditional role distribution and bias by employers, especially against women wearing headscarves. The results provide a basis for the creation or alteration of support offers that facilitate labour market participation for displaced women.

The originality of the employment relationship lies in its flexibility. It gives managers the authority to organize work, but it also establishes limits on employees' obligations. The nature of these limits is fundamental to our understanding of the employment relationship and its international diversity. The author argues that they are provided by four basic types of employment rule. Which one predominates in a given environment is the source of international diversity in employment relations. Drawing upon evidence from the US, Japan, France, Germany, and Britain, the theory is developed to show why such diversity extends deep into key areas of human resource management, such as performance management, incentive pay, and skill development. It also explains why the open-ended employment relationship continues to dominate work despite the growth of market-mediated work relations.

While defending the concept of autonomy, the author argues that the standard view of autonomy as non-interference and independence has only a limited applicability for long-term care. He explains that autonomy should be understood as a comprehensiveness that defines the overall course of a person's life rather than as a way of responding to an isolated situation. Agich distinguishes actual and ideal autonomy and argues that actual autonomy is better revealed in the everyday experiences of long-term care than in dramatic, conflict-ridden paradigm situations such as decisions to institutionalize, to initiate aggressive treatments, or to withhold or to withdraw life-sustaining treatments. Through a phenomenological analysis of long-term care, he develops an ethical framework for it by showing how autonomy is actually manifest in certain structural features of the social world of long-term care. Throughout this timely work, the rich sociological and anthropological literature on aging and long-term care is referenced and the practical ethical questions of promoting and enhancing the exercise of autonomy are addressed.
