More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Tens of millions of IDPs are dependent on humanitarian assistance or live far below the poverty line in substandard housing without security of tenure, and with no or only limited access to basic services, education and health care. With durable solutions out of reach and facing barriers to leading self-sufficient lives, they are "left behind" despite the promises of the Sustainable Development Goals. In light of these alarming trends and the need for more effective response strategies, this OCHA-commissioned study offers a better understanding of protracted internal displacement and related challenges. The study finds that addressing protracted internal displacement is not a purely humanitarian concern, but rather a key development and political challenge, with humanitarian and, depending on the context, human rights, peace and security, and disaster risk reduction actors at all levels each having a distinct role to play. The study recommends that stakeholders focus on clear and measurable collective outcomes and the reduction of vulnerabilities of IDPs and host communities over time. This approach implicitly recognizes that IDPs should not have to wait until a conflict is fully resolved or all impacts of a disaster have ceased before they can begin rebuilding their lives and move towards self-sufficiency. Through this new approach, millions of IDPs and host communities could secure better access to livelihood opportunities, adequate housing with security of tenure and basic services. The study features five case studies: Colombia, the Democratic Republic of the Congo (DRC), the Philippines, Somalia and Ukraine.

Book excerpt: The main aim of the study was to examine the conditions of IDPs in Benue State, with other specific objectives. A data was collected from sample of 236,262 IDPs obtained from 3 official camps (Abagena in Makurdi, Gbajimba in Guma, and Anyiin in Logo) and 3 unofficial camps (Agatu, Gwer-West and Anyiin Community LGAs) out of the twenty-eight (6 official & 22 un-official) IDP camps with a population of 483,693 IDPs. Primary data was sourced essentially through oral interviews and Focused Group Discussions (FGD). Secondary data was obtained from published sources. The qualitative analytical approaches of grounded method and hermeneutic analysis were used to analyse the data from interview transcripts and Focus Group Discussion (FGD). These were complemented with descriptive methods. Findings of the study showed that the State Government could only provide shelter and other support for 15% of the IDPs leaving the 85% to fend for themselves. The effects of displacements on the affected rural communities in Benue State were found to include: land grabbing and likely extinction of the rural communities, changes in the demographic composition of the rural communities, economic and political backwardness, among others. In terms of the prevailing conditions in the IDP camps, the findings revealed that all IDPs are facing challenges of accommodation, inadequate food, inadequate employment opportunities, poor clothing, lack of access to quality education and poor healthcare. These have left the IDPs with unfavourable short and long-term impacts which include: homelessness, starvation/malnourishment, diseases, death, etc. Conclusively, though there has been support from both the State and Federal governments and humanitarian assistance from other spirited bodies, more interventions are urgently needed in the areas of shelter, food, clothing, health, education, and access to employment for vulnerable IDP families across Benue State, as they still wallow in pains in their current state of deprivation. The study also recommends that the Benue State government should ensure the implementation of the existing principles, guidelines, and strategies targeting IDPs to alleviate their suffering.

Book excerpt: The past 25 years have seen a major paradigm shift in the field of violence prevention, from the assumption that violence is inevitable to the recognition that violence is preventable. Part of this shift has occurred in thinking about why violence occurs, and where intervention points might lie. In exploring the occurrence of violence, researchers have recognized the tendency for violent acts to cluster, to spread from place to place, and to mutate from one type to another. Furthermore, violent acts are often preceded or followed by other violent acts. In the field of public health, such a process has also been seen in the infectious disease model, in which an agent or vector initiates a specific biological pathway leading to symptoms of disease and infectivity. The agent transmits from individual to individual, and levels of the disease in the population above the baseline constitute an epidemic. Although violence does not have a readily observable biological agent as an initiator, it can follow similar epidemiological pathways. On April 30-May 1, 2012, the Institute of Medicine (IOM) Forum on Global Violence Prevention convened a workshop to explore the contagious nature of violence. Part of the Forum's mandate is to engage in multisectoral, multidirectional dialogue that explores crosscutting, evidence-based approaches to violence prevention, and the Forum has convened four workshops to this point exploring various elements of violence prevention. The workshops are designed to examine such approaches from multiple perspectives and at multiple levels of society.
