In some instances, demand charges can constitute more than 50% of a commercial customer's monthly electricity cost. While installation of behind-the-meter solar power generation decreases energy costs, its variability makes it likely toleave the peak load -- and thereby demand charges -- unaffected. This then makes demand charges an even larger fraction of remaining electricity costs. Adding controllable behind-the-meter energy storage can more predictably affect building peak demand, thus reducing electricity costs. Due to the high cost of energy storage technology, the size and operation of an energy storage system providingdemand charge management (DCM) service must be optimized to yield a positive return on investment (ROI). The peak demand reduction achievable with an energy storage system depends heavily on a facility's load profile, so the optimal configuration will be specific to both the customer and the amount of installed solar power capacity. We explore the sensitivity of DCM value to the power and energylevels of installed solar power and energy storage systems. An optimal peak load reduction control algorithm for energy storage systems will be introduced and applied to historic solar power data and meter load data from multiple facilities for a broad range of energy storage system configurations. For each scenario, the peak load reduction and electricity cost savings will be computed. Fromthis, we will identify a favorable energy storage system configuration that maximizes ROI.

These characteristics lead to a variety of issues for utilities, among which are voltage fluctuations, balancing dispatch against ramping events, short-duration power fluctuations, and the need to invest in peaking generation facilities just to accommodate the renewable energy. A traditional solution to these issues is to employ renewable generation-following techniques using either newly constructed gas peaking plants, or by shifting existing generation resources to this following responsibility. Unfortunately, use of these traditional methods introduces a new set of issues; namely, wear-and-tear due to more frequent cycling, reduced capacity factors, decreased plant efficiency, and additional investment in large-scale capital infrastructure. This thesis proposes an alternate solution: a utility-owned and utility-managed battery energy storage system sited on residential customer premises, deployed at scale to create a 200MW / 1320MWh distributed network of Residential Battery Energy Storage Systems (ResBESS). In partnership with Portland General Electric (PGE) stakeholders, a conceptual design was prepared for a ResBESS unit, a laboratory prototype of a single such storage system was constructed, and an alpha prototype is now being installed in a field demonstration project in Milwaukie, Oregon within PGE's service territory. The motivations, design constraints, and design methodology of the laboratory prototype are presented and discussed, and preliminary work from the field prototype build is examined to demonstrate the results of the thesis project.

Book excerpt: In response to the potentially large and irregular demand from EVs, along with changing load profiles from buildings with on-site generation, utilities are evaluating multiple options for managing dynamic loads, including time-of-use pricing, demand charges, battery storage, and curtailment of variable generation. Buildings, as well as commercial, public, and workplace EV charging operations, can use a combination of electrochemical battery storage and thermal energy storage coupled with on-site generation to manage energy costs as well as provide resiliency and reliability for EV charging and building energy loads. We are completing a behind the meter storage analysis that focuses on determining the optimal system designs and energy flows for thermal and electrochemical behind the meter storage with on-site solar photovoltaic (PV) generation enabling electric vehicle charging in various climates, building types, and utility rate structures. In completing this analysis, we have developed a tool that combines existing battery models via the System Advisor Model (SAM) and building modeling software via EnergyPlus into a single interface. This tool allows us to simulate a building with a detailed battery model to properly size the battery, thermal energy storage, and solar PV systems to maximize profit for the system owner. This also allows us to assess how the battery degrades under various supervisory control dispatch algorithms to control charging/discharging; we can also see how thermal energy storage is created and used to complement the battery to reduce thermal loads in the building. With this project, we can analyze new batteries that are designed specifically for energy storage, rather than designed to be extremely energy dense for electric vehicle applications, using battery lifetime models from other national labs and the existing SAM battery model, which has detailed lifetime and degradation parameters. We can also assess novel thermal storage technologies by integrating them into the whole building energy simulation program EnergyPlus. Because the model calls both SAM and EnergyPlus, required inputs need to be compatible for both models. These inputs include, on a high-level, the following: weather files, building and electric vehicle load profiles, electricity rate tariff information, and system cost information for the stationary battery, solar PV, and thermal storage system. The various buildings we are studying for this analysis are retail big-box grocery store, commercial office building, fleet vehicle depot and operations facility, multi-family residential, and electric vehicle charging station. For these different applications, the battery and thermal storage will be dispatched differently, and the various technologies are sized differently to optimize cost.

Book excerpt: In parallel to growing building electrification initiatives, the cost of lithium-ion batteries has fallen by over 85% since 2010. These factors have driven interest in using lithium-ion batteries to reduce demand charges in commercial and industrial buildings. The research objective was to develop new models and control strategies for using batteries for demand charge management in Nova Scotia's commercial and industrial sector with basic monthly billing data for peak demand prediction. This research used four years of 15 minute electrical load data for 248 commercial buildings, across eight building categories, from Nova Scotia Power to explore the relationships between the peak demand, average load and monthly load factor of a building and the potential for demand savings, categories of buildings that are of interest, and the peak demand prediction accuracy with basic monthly billing data. A new MATLAB battery model was developed to perform iterative demand reduction simulations across a range of battery capacities, inverter power rates, and demand reduction targets. New visualization methods were developed to sort results by both building size and load factor so trends between buildings load characteristics and demand savings results can be identified quickly. Key findings of the research were that buildings with an average monthly load factor under 40% and an average load of less than 50 kW are the best candidates for using a battery in a demand charge management application. There were limited opportunities in the Hotel and Utility categories because of the high average loads and average monthly load factors. While in the Commercial, Retail, and Industrial there are strong opportunities for demand charge reduction, provided the buildings meet the average load and average monthly load factor guidelines above. Finally, there are diminishing returns for demand savings with larger battery pack sizes. Smaller battery packs offer the most demand savings per unit of battery capacity and the largest percentage of total demand reduction per unit of battery capacity.

Different dispatch strategies, including manual scheduling and automated peak-shaving were explored to determine ideal ways to use the storage system to increase the system value and mitigate demand charges. Incentives, complex electric tariffs, and site specific load and PV data were used to perform detailed analysis. The analysis was performed using the free, publicly available System Advisor Model (SAM) tool. We find that installation of photovoltaics with a lithium-ion battery system priced at $300/kWh in Los Angeles under a high demand charge utility rate structure and dispatched using perfect day-ahead forecasting yields a positive net-present value, while all other scenarios cost the customer more than the savings accrued.
