The Department of Defense has long been interested in harnessing new forms of power to improve our Nation's combat readiness. However, the proliferation of advanced technology on the battlefield has dramatically increased our military's energy needs.Today's service member requires an average of 22 gallons of fuel per day, an increase of 175 percent since the Vietnam War. Operations in Afghanistan alone require 20 million to 50 million gallons of fuel per month. The total cost to secure and transport fuel to the battlefield, also known as the fully burdened cost of energy, is estimated to be as high as $40 a gallon.

Book excerpt: The design, construction, operation, and retrofit of buildings is evolving in response to ever-increasing knowledge about the impact of indoor environments on people and the impact of buildings on the environment. Research has shown that the quality of indoor environments can affect the health, safety, and productivity of the people who occupy them. Buildings are also resource intensive, accounting for 40 percent of primary energy use in the United States, 12 percent of water consumption, and 60 percent of all non-industrial waste. The processes for producing electricity at power plants and delivering it for use in buildings account for 40 percent of U.S. greenhouse gas emissions. The U.S. federal government manages approximately 429,000 buildings of many types with a total square footage of 3.34 billion worldwide, of which about 80 percent is owned space. More than 30 individual departments and agencies are responsible for managing these buildings. The characteristics of each agency's portfolio of facilities are determined by its mission and its programs. In 2010, GSA's Office of Federal High-Performance Green Buildings asked the National Academies to appoint an ad hoc committee of experts to conduct a public workshop and prepare a report that identified strategies and approaches for achieving a range of objectives associated with high-performance green federal buildings. Achieving High-Performance Federal Facilities identifies examples of important initiatives taking place and available resources. The report explores how these examples could be used to help make sustainability the preferred choice at all levels of decision making. Achieving High-Performance Federal Facilities can serve as a valuable guide federal agencies with differing missions, types of facilities, and operating procedures.

Presidential Executive Order 12344 and Public Laws 98-525 and 106-65 set forth the total responsibility of Naval Reactors for all aspects of the Navy's nuclear propulsion, including research, design, construction, testing, operation, maintenance, and ultimate disposition of naval nuclear propulsion plants. The Program's responsibility includes all related facilities, radiological controls, environmental safety, and health matters, as well as selection, training, and assignment of personnel. All of this work is accomplished by a lean network of dedicated research laboratories, nuclear-capable shipyards, equipment contractors and suppliers, and training facilities that are centrally controlled by a small headquarters staff. The Director, Naval Reactors, is Admiral Kirkland H. Donald; who also serves as a Deputy Administrator in the National Nuclear Security Administration. Naval Reactors maintains an outstanding record of over 145 million miles safely steamed on nuclear power. The Program currently operates 103 reactors and has accumulated over 6,300 reactor-years of operation. A leader in environmental protection, the Program has published annual environmental reports since the 1960s, showing that the Program has not had an adverse effect on human health or on the quality of the environment. Because of the Program's demonstrated reliability, U.S. nuclear-powered warships are welcomed in more than 150 ports of call in over 50 foreign countries and dependencies. Since USS NAUTILUS (SSN 571) first signaled "UNDERWAY ON NUCLEAR POWER" over 50 years ago in 1955, our nuclear-powered ships have demonstrated their superiority in defending the country-from the Cold War, to today's unconventional threats, to advances that will ensure the dominance of American seapower well into the future.
