Available in PDF, EPUB and Kindle. Book excerpt: The Mekong Region has come to represent many of the important water governance challenges faced more broadly by the mainland Southeast Asian region. This book focuses on the complex nature of water rights and social justice in the Mekong region. The chapters delve into the diverse social, political and cultural dynamics that shape the various realities and scales of water governance in the region, in an effort to bring to the forefront some of the local nuances required in the formulation of a larger vision of justice in water governance. It is hoped that this contextualized analysis will deepen our understanding of the potential of, and constraints, on water rights in the region, particularly in relation to the need to realize social justice. The authors show how vitally important it is that water governance is democratized to allow a more equitable sharing of water resources and counteract the pressures of economic growth that may pose risks to social welfare and environmental sustainability.

Available in PDF, EPUB and Kindle. Book excerpt: The catchment area of the Mekong River and its tributaries extends from China, through Burma/Myanmar, Thailand, Laos, Cambodia and to Vietnam. The water resources of the Mekong region - from the Irrawaddy and Nu-Salween in the west, across the Chao Phraya to the Lancang-Mekong and Red River in the east- are increasingly contested. Governments, companies, and banks are driving new investments in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional 'development'. Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. This book shows how diverse, and often antagonistic, ideologies and interests are contesting for legitimacy. It argues that the distribution of decision-making, political, and discursive power influences how the waterscapes of the region will ultimately look and how benefits, costs and risks will be distributed. These issues are crucial for the transformation of waterscapes and the prospects for democratizing water governance in the Mekong region. The book is part of the action-research of the M-POWER (Mekong Program on Water, Environment and Resilience) knowledge network. Available in PDF, EPUB and Kindle. Book excerpt: An international river basin is an ecological system, an economic thoroughfare, a geographical area, a font of life and livelihoods, a geopolitical network and, often, a cultural icon. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. The Mekong River Basin, which sustains approximately 70 million people across Cambodia, China, Laos, Myanmar, Thailand and Vietnam, provides a prime example of the socio-legal complexities of governing a transboundary river and its tributaries. The book applies its socio-legal analysis to bring a fresh approach to understanding conflicts surrounding water governance in the Mekong River Basin. The authors describe the wide range of uses being made of legal doctrine and legal argument in ongoing disputes surrounding hydropower development in the Basin, putting to rest lingering caricatures of a single, ‘ASEAN’ way of navigating conflict. They call into question some of the common assumptions concerning the relationship between law and development. The book also sheds light on important questions concerning the global hybridization or crossover of public and private power and its ramifications for water governance. With current debates and looming conflicts over water governance globally, and over shared rivers in particular, these issues could not be more pressing.

Available in PDF, EPUB and Kindle. Book excerpt: Collective Action is now recognized as central to addressing the water governance challenge of delivering sustainable development and global environmental benefits. This book examines concepts and practices of collective action that have emerged in recent decades globally. Building on a Foucauldian conception of power, it provides an overview of collective action challenges involved in the sustainable management and development of global freshwater resources through case studies from Africa, South and Southeast Asia and Latin America. The case studies link community-based management of water resources with national decision-making landscapes, transboundary water governance, and global policy discussion on sustainable development, justice and water security. Power and politics are placed at the centre of collective action and water governance discourse, while addressing three core questions: how is collective action shaped by existing power structures and relationships at different scales? What are the kinds of tools and approaches that various actors can take and adopt towards more deliberative processes for collective action? And what are the anticipated outcomes for development processes, the environment and the global resource base of achieving collective action across scales?

Available in PDF, EPUB and Kindle. Book excerpt: This book applies interactive perspectives, which have historically mainly been discussed in the context of Western European countries, to case studies on water governance in Asia. It examines how these perspectives can be used to reveal complex and dynamic interactions in water governance in Asia, and how interactions between policies and practices, as well as those between formal institutes and emerging informal institutes, come to pass. In two introductory chapters and seven case studies in Asia (two from China, and each one from Japan, Thailand, the Philippines, Indonesia, and India), the book reveals the interactive forms currently emerging in Asia under hierarchical but often fragmented administrative systems. In addition, it explores emerging hybrid forms of interactive governance, which bring together governmental and non-governmental actors, and discusses how the expected role of government and roles of non-governmental actors could be changed to solve problems in a more cooperative manner. In this context, researchers from outside the locality could play an important role, helping facilitate such forms of interactive governance. The book offers extensive information on the essential features of interactive forms, and on the role of such transdisciplinary approaches, making it a valuable resource not only for scholars and university students, but also for policymakers and grass-roots practitioners directly involved in the interactive process of water governance.
