Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, Eric Oliver puts forward a new theory that highlights the crucial differences between local, state, and national democracies. Being small in size, limited in power, and largely unbiased in distributing their resources, local governments are "managerial democracies" with a distinct style of electoral politics. Instead of hinging on the partisanship, ideology, and group appeals that define national and state elections, local elections are based on the custodial performance of civic-oriented leaders and on their personal connections to voters with similarly deep community ties. Explaining not only the dynamics of local elections, Oliver's findings also upend many long-held assumptions about community power and local governance, including the importance of voter turnout and the possibilities for grassroots political change.

It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: Over the past few decades and throughout the world, numerous government-initiated experiments and attempts at directly engaging and including citizens have emerged as remedies for a variety of problems faced by modern democracies, including political disaffection and insufficient capacity to deal with the complexity inherent in many contemporary public problems, such as climate change and segregation. In practice, these attempts are given many names, such as citizen panels, deliberative fora, collaborative dialogues, etc. In the academic literature as well, the phenomenon falls under many different headings, for instance collaborative, deliberative or interactive governance. Participatory Governance and Representative Democracy refers to this empirical phenomenon as local participatory governance, that is, government-sponsored direct participation between invited citizens and local officials in concrete arrangements and concerning problems that affect them. Participatory governance, we argue, may take many forms, regarding (1) type of interaction and type of communication between participants within the specific participatory arrangement (e.g., deliberative vs. aggregative) as well as regarding (2) the relation and connection between the specific arrangement and the more traditional representative structures (e.g., compatible, incompatible, transformative or irrelevant). The proposed edited volume addresses the matter of institutionalization, highlighting the difficulties associated with establishing stability and a shared understanding of the roles and rules among citizens, local politicians and administrators in participatory arrangements.
