Book excerpt: Belarus is unique among the states of the former Soviet bloc, in that after a decade of transition', the country remains stalled' and backward-oriented. Political and economic changes are characterised by half-measures, and recently a new suppression of dissent has been introduced; the country balances between the prospect of democracy and a retreat to authoritarianism. These developments contrast starkly with the many democratic changes in neighbouring states and suggest a possible alternative path for future development in Eastern Europe. This book provides a thorough overview of current developments in Belarus. It looks at historical, political, economic and social changes, and at international relations, especially relations with Russia and the European Union, considering all these factors both in their domestic and international contexts and defines the type of democracy, if any, which exists in Belarus, exploring the prospects for further democratisation.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comprehensive overview of current developments in Belarus. It explores how there has been an upswelling of popular support for the idea that Belarus must change. It highlights how the old regime, aiming to retain the Soviet legacy, reluctant to reform, presiding over worsening economic conditions and refusing to take measures to cope with the Covid-19 pandemic, has been confronted by increasing bottom-up social mobilisation which demands a transformation of state-society relations and a new sense of Belarusian peoplehood. The book outlines how the current situation has developed, considers how the present demands for change are deep seated and long brewing trends, and reveals much detail about many aspects of the growing societal mobilisation. Overall, the book demonstrates that, although the old regime remains in power, Belarusian society has changed fundamentally, thereby bringing great hope that change will eventually come about.

The opening section positions Belarus within contemporary debate about the concept of the Direct Democracy, with a special focus on the relevance and functions of the institution of referendum and plebiscite. Next, the paper reviews the Belarusian referenda since president Lukashenko came to power. First, legal bases for this kind of institution must be presented. Further, detailed course within the timeframe of May 1995 and October 2004 in connection with a public reaction on them and an international appraisal will be shown. Section three of the paper then considers the historical context of Belarus with a special focus on the Soviet period in order to elucidate the issues mentioned. Long dependence may explain why there exists a big mistrust to international institutions and the West as such. This section presents also possible reasons of the weak Belarusian national identity and lack of the civil society in the country. Next chapter looks after possible ways Belarus should follow. Having in mind the way the direct democracy has been forced there via referendums that do not meet law standards, this part will consider possible reasons and challenges for the Belarusian governance in the domain of international relations with its biggest neighbors: Russia and the European Union, from a variety of perspectives. It is essential in the debate about democratization of Belarus without destroying so important economical ties with Russia. In conclusion it will be analyzed how the changes described can proof the concept of the Direct Democracy in Belarusian context. In doing so, answers on how the international community can

Book excerpt: In any assessment and understanding of Belarus, the key questions to address include; why has Belarus apparently rejected independence under its first president Alyaksandr Lukashenka, and sought a union with Russia? Why has the government rejected democracy, infringed on the human rights of its citizens and fundamentally altered its constitution in favour of presidential authority? Has the country made any progress toward market reforms? How have Russia and the West responded to the actions of Belarus? And what is the future likely to hold for its ten million citizens? The author's conclusions are optimistic. Belarus, he believes, will survive into the twenty-first century, but as a Eurasian rather than a European state.

Book excerpt: This book explores the nature of the regime of Aliaksandr Lukashenka, who has ruled Belarus since 1994, and who is often characterized as "the last dictator in Europe". It discusses how Lukashenka came to power, providing a survey of politics in Belarus in early post-Soviet times, examines how power became personalized under his regime, and considers how he coerced opponents, whilst maintaining good popular support. The book discusses all aspects of politics, including presidential power, the ruling elites, elections, the opposition, and civil society. The author characterizes Lukashenka’s rule as "adaptive authoritarianism", and demonstrates how the regime’s avoidance of any ideology, even nationalism, permits great freedom of manoeuvre, enabling pragmatic adaptation to changing circumstances.
