Radical forms of protest and new workers' takeovers have sprung up all over the globe. In the US, Republic Windows and Doors started production under worker control in January 2013. Later that year workers in Greece took over and managed a hotel, a hospital, a newspaper, a TV channel and a factory. The dominant revolutionary left has viewed workers' control as part of a system necessary during a transition to socialism. Yet most socialist and communist parties have neglected to promote workers' control as it challenges the centrality of parties and it is in this spirit that trade unions, operating through the institutional frameworks of government, have held a monopoly over labor history. Tracing Marx's writings on the Paris Commune through council communism, anarcho-syndicalism, Italian operaismo, and other "heretical" left currents, An Alternative Labour History uncovers the practices and intentions of historical and contemporary autonomous workers' movements that until now have been largely obscured. It shows that by bringing permanence and predictability to their workplaces, workers can stabilize their communities through expressions of participatory democracy. Book excerpt: Workers and Democracy is a study of worker activism and labor unions in the eight years between the recognition of Indonesian sovereignty by the Netherlands at the end of December 1949 and the nationalization of Dutch assets in December 1957. It contributes to a re-evaluation of the era of liberal parliamentary democracy in Indonesia. The focus is on the agency of workers and the structures, strategies and industrial campaigns of unions in the context of intense ideological conflict, competing union federations, the opposition of employers to collective action, and the efforts by the Indonesian state to manage industrial conflict. The imposition of martial law in March 1957 was the deathblow to parliamentary democracy and to the freedom of workers and unions to engage in collective action. It was not until Suharto’s ‘New Order’ regime collapsed in 1998 that Indonesian workers regained the freedom of association and the right to engage in collective action.

Many consider the effects of this shift inevitable. In Disintegrating Democracy at Work, Virginia Doellgast contends that high pay and good working conditions are possible even for marginal service jobs. This outcome, however, depends on strong unions and encompassing collective bargaining institutions, which are necessary to give workers a voice in the decisions that affect the design of their jobs and the distribution of productivity gains. Doellgast's conclusions are based on a comparative study of the changes that occurred in the organization of call center jobs in the United States and Germany following the liberalization of telecommunications markets. Based on survey data and interviews with workers, managers, and union representatives, she found that German managers more often took the "high road" than those in the United States, investing in skills and giving employees more control over their work. Doellgast traces the difference to stronger institutional supports for workplace democracy in Germany. However, these democratic structures were increasingly precarious, as managers in both countries used outsourcing strategies to move jobs to workplaces with lower pay and weaker or no union representation. Doellgast's comparative findings show the importance of policy choices in closing off these escape routes, promoting broad access to good jobs in expanding service industries.

The search for a resolution to this crisis led to the formation of an influential coalition of labor Democrats, AFL unionists, and Progressive activists on the eve of U.S. entry into the war. Though the coalition's efforts in pursuit of industrial democracy were eventually frustrated by powerful forces in business and government and by internal rifts within the movement itself, McCartin shows how the shared quest helped cement the ties between unionists and the Democratic Party that would subsequently shape much New Deal legislation and would continue to influence the course of American political and labor history to the present day.

Book excerpt: This is not yet another book on New Labour and neoliberalism - but the only book which uses policy case study evidence to show the rhetorical nature of the commitment New Labour appeared to have been making to education. Unlike other books on that era, this one aims to review New Labour's time in government through specific policy texts. This book reviews some of the major policy shifts in the education sector, analysing selected case study policies in order to articulate dominant discourses in recent policy-making which have helped establish a particular hegemony. The book’s originality lies in its policy analysis and case study base, whereby key policy texts across different sectors are dissected using the 'policy cycle' framework, allowing for an in depth analysis of the policy discourse as well as a discussion on how the neoliberal agenda was reflected and /or promoted. Education is often only perceived as limited to policies relating to schools and higher education. However the book seeks to demonstrate that education as a sector is a much broader field and therefore the areas covered include key policies in citizenship and youth work, widening participation in higher education, the place of inclusive education in the curriculum, the undergraduate medical curriculum, and the effect of the Cox review on creativity. In effect the broad selection of sectors demonstrates that New Labour's education policies were not only detrimental in traditional education settings, but also affected areas such as medicine and the media which are of importance to those who no longer are affected by what happens in institutions of learning and teaching. The book is consequently relevant for a much wider audience beyond the education community.

Using an empirical analysis of the contemporary world of work, Alexis Cukier examines the democratic meaning of today’s critique of work organization and questions the theoretical models (linked to class struggles and to industrial democracy) to conceive of a "democratic work." Considering particular historical experiments (such as cooperatives, self-management, worker’s councils) that try to realize democracy at work, this book also analyzes the political issue of "democratic work" in relation to issues such as labour law, feminist struggles and political ecology. Ultimately, this book proposes some institutional paths that could overtake the divide between the rights of the citizens and the rights of the workers, arguing finally: if we really want to radicalize democracy, we should begin with democratizing work.
