Book excerpt: This is a story about governance in Mexico after the labor and environmental accords—called "side agreements"—that accompanied the NAFTA treaty went into effect. These side agreements required member states to uphold and enforce their labor and environmental laws; though never codified, it was widely accepted that Mexico, in particular, had a problem with law enforcement. Side Effects explores how differences in institutional design (of the side agreements) and domestic capacity (between the labor and environment sectors) influenced norm socialization in Mexico. It argues that the acceptance of rule-of-law norms in environmental governance can be attributed to participating institutions' independence from national control, their willingness to give citizens access, and the professionalization and technical capacity of domestic bureaucrats and civil society actors. Changes in labor governance have been hampered by union confederations, longstanding corruption, and a closed opportunity structure. Going beyond a simple accounting exercise of resources devoted to enforcing the law, this book comes to grips with how best to strengthen local capacity and promote pro-norm behavior—advances essential to the task of development and democratization.

Dictatorship and the Electoral Vote analyses the role of elections in two dictatorships that were born in the Era of Fascism but survived up to the 1970s: the Portuguese New State and Francoism. A comparative study of the electoral vote held by both dictatorships is revealing at many organizational and structural levels. The multiple political interactions involved in elections worldwide have been subject to social science scrutiny but rarely encompass historical context. The analysis of the electoral vote held by Iberian dictatorships is uniquely placed to link the two. The issues to hand include: drawing of electoral rolls; evolution of the number of people allowed to vote; candidate selection processes; propaganda methods; impact on the institutional structure of the regime; the socio-political biographies of the candidates; the electoral turnout and final tally; relationship between the central and peripheral authorities of the state; and the viewpoint of regime authorities on the holding of elections. Comparative analysis of all these issues enables a better understanding of the political nature of these dictatorships as well as a comprehensive explanation of the historical roots and evolution of the elections these dictatorship held since 1945. Based on primary archival documents, some of them never previously accessed, the book offers a detailed explanation of how these dictatorships used elections to consolidate their political authority and provides a historical approach that allows placing both countries in the framework of European electoral history and in the history of the political evolution of Iberian dictatorships between the Axis defeat and their breakdown in the mid-seventies.

In the decade following the overthrow of Juan Peron's government in 1955, the city experienced rapid industrial growth. The arrival of IKA-Renault and Fiat fostered a particular kind of industrial development and created a new industrial worker of predominantly rural origins. Former farm boys and small-town dwellers were thrust suddenly into the world of the modern factory and the multinational corporation. The domination of the local economy by a single industry and the prominent role played by the automobile workers' unions brought about the greatest working-class protest in postwar Latin American history, the 1969 Cordobazo. Following the Cordobazo, the local labor movement was one characterized by intense militancy and determined opposition to both authoritarian military governments and the Peronist trade union bureaucracy. These labor wars have been mythologized as a Latin American equivalent to the French student strikes of May-June 1968 and the Italian hot summer of the same period. Analyzing these events in the context of recent debates on Latin American working-class politics, Brennan demonstrates that the pronounced militancy and even political radicalism of the Cordoban working class were due not only to Argentina's changing political culture but also to the dynamic relationship between the factory and society during those years. Brennan draws on corporate archives in Argentina, France, and Italy, as well as previously unknown union archives.
