Book excerpt: In this report the Communities and Local Government Committee says the Government must stick to its long term house building targets, despite the credit crunch, but a greater proportion of the homes built should be social housing. The Committee is concerned that the £975 million borrowed by the Government from its 2010-11 budgets to build social rented housing now is not new money, and that the Government has been unable to say how that borrowing will be replaced. The Committee urges the Department for Communities and Local Government to: put pressure on the Treasury to ensure measures to revive the mortgage markets are implemented immediately; increase construction of new social housing, both to provide for housing need and as a means of maintaining capacity in the homebuilding industry whilst the market recovers; accelerate refurbishment programmes for social housing; acquire further social housing through the purchase of unsold stock and street properties; consider the purchase of unsold family homes which have been on the market for more than a year; encourage public sector bodies to make land available for the development of new homes. The report also urges the Government to do more to help those at risk of repossession by considering sanctions against lenders who repossess too quickly and by doing more to protect tenants and homeowners from unscrupulous landlords. An Office of Fair Trading recommendation for sale-and-rent back schemes should be implemented as a matter of urgency to protect the growing number of households falling behind in mortgage payments. The Committee would like to see more done to support housing associations, including increasing social housing grant where necessary.

This book problematizes those programs in London and New York City by offering an empirical, research-based perspective on the socio-spatial dimensions of inclusionary housing approaches in both cities. The aim of those programs is to produce affordable housing and foster greater socio-economic inclusion by mandating or incentivizing private developers to include affordable housing units within their market-rate residential developments. The starting point of this book is the so-called “poor door” practice in London and New York City, which results in mixed-income developments with separate entrances for “affordable housing” and wealthier market-rate residents. Focusing on this “poor door” practice allowed for a critical look at the housing program behind it. By exploring the relationship between inclusionary housing, new-build gentrification, and austerity urbanism, this book highlights the complexity of the planning process and the ambivalences and interdependencies of the actors involved. Thereby, it provides evidence that the provision of affordable housing or social mixing through this program has only limited success and, above all, that it promotes – in a sense through the “back door” – the very gentrification and displacement mechanisms it is supposed to counteract. This book will be of interest to researchers and students of housing studies, planning, and urban sociology, as well as planners and policymakers who are interested in the consequences of their own housing programs.

Sub-regions will have their own targets that allow local circumstances to be taken into account, but the regional overview is valuable to ensure consistency and to enable review of the regional target as a whole. It is important that any review of housing targets in the South East takes into account the range of numbers put forward, their underlying reasons, and the consequences of not meeting any decided targets. The economic downturn has meant that fewer homes are being built and there are concerns that the lack of infrastructure provision alongside housing development is stopping schemes from making progress. The Committee recommends that the Government review the funding mechanisms currently available for this infrastructure. It feels it is important that the Homes and Communities Agency is given the resources it needs in future years. The Committee also acknowledges that while focusing development on brownfield land is important to stimulate regeneration there must be care that concentrating development in such areas does not have adverse effects such as using up urban land or valuable urban greenspace. The Committee also recommends that greater attention be paid to alternative models for providing housing land; that the region provides the right mix of homes and that the Government stick to its timetable for the Code for Sustainable Homes ensuring that all housing has a zero carbon rating by 2016.

Book excerpt: This report examines three overarching issues: the impact of the growth of house-building targets; what sort of homes should be built; and where these homes should be built. The Committee on Climate Change should assess the impact of the Government's new house-building targets for three million new homes by 2020 on the UK's 2020 carbon reduction target. In light of the latest economic projections, fundamental changes in the mortgage market, and falling house prices, the Government should review the assumptions on which its target is based. And the target for 2 million new homes to be built before the zero carbon target comes into effect in 2016, with a further 1 million to be built afterwards, should change to increase significantly the proportion built afterwards. Zero carbon homes must source their heat and power from renewable sources. Ideally these will come from on-site renewable power generation; where this is impractical, off-site renewables should be built or funded. The Government should ensure that an excess of land is not made available to developers, something which is already leading to greenfield sites being developed in preference to brownfield sites. The Government should urgently reintroduce a clear sequential test in favour of brownfield development into planning policy. Greater emphasis ought to be placed on energy efficiency and sustainability within the building control regime that inspects new housing. The Government should consider introducing higher penalties for developers who fail to meet energy efficiency standards. The same environmental tests used for eco-towns should be applied to all major housing developments from 2016. The Government should re-examine eco-town proposals, to ensure they have good public transport links, and are located close to commercial centres and employment opportunities.
