As Newman and Marongiu note in their introduction to the work, three master themes of the Enlightenment run through the Treatise: the idea of the social contract, the idea of science, and the belief in progress. The idea of the social contact forms the moral and political basis of the work's reformist zeal. Th e idea of science supports a dispassionate and reasoned appeal for reforms. The belief in progress is inextricably bound to the idea of science. All three provide the necessary foundation for accepting Beccaria's proposals. It is virtually impossible to ascertain which of several versions of the Treatise that appeared during his lifetime best reflected Becccaria's own thought. His use of many ideas of Enlightenment thinkers also makes it diffi cult to interpret what he has written. While Enlightenment thinkers wanted to break the chains of religion and advocated free men and free minds, there was considerable disagreement as to how this might be achieved, except in the most general terms. The editors have based this translation on the Francioni (1984) text, by far the most exhaustive critical Italian edition of Dei delitti e delle pene. This edition is undoubtedly the last that Beccaria personally oversaw and revised. This new translation, which includes an outstanding opening essay by the editors, is a welcome introduction to Beccaria and to the modern beginnings of criminology.

Book excerpt: This book provides the non-Italian scholar with an extensive picture of the development of Italian economics, from the Sixteenth century to the present. The thread of the narrative is the dialectics between economic theory and political action, where the former attempts to enlighten the latter, but at the same time receives from politics the main stimulus to enlarge its field of reflection. This is particularly clear during the Enlightenment. Inside, this book insists on stressing that Galiani, Verri, and Beccaria were economists quite sensitive to practical issues, but who also were willing to attain generally valid conclusions. In this sense, "pure economics" was never performed in Italy. Even Pareto used economics (and sociology) in order to interpret and possibly steer the course of political action. Within this book it illustrates the Restoration period (1815-48). There was a slowdown of the economists' engagement, due to an adverse political situation, that prompted the economists to prefer less dangerous subjects, such as the relationship between economics, morals, and law (the main interpreter of this attitude was Romagnosi). After 1848, however, in parallel with the Risorgimento cultural climate, a new vision of the economists' task was eventually manifested. Between economics and political Liberalism a sort of alliance was established, whose prophet was F. Ferrara. While the Historical school of economics of German origin played a minor role, Pure Economics (1890-1940 approx.) had a considerable success, as regards both economic equilibrium and the theory of public finance. Consequently, the introduction of Keynes's ideas was rather troubled. Instead, Hayek had an immediate success. This book concludes with a chapter devoted to the intense relationships between economic theories, economic programmes and political action after 1945. Here, the Sraffa debate played an important role in stimulating Italian economists to a reflection on the patterns of Italian economy and the possibilities of transforming Italy's economic and social structure.

Even the eighteenth century had its “socialists,” but unlike those of the nineteenth, they paradoxically sought to make the world safe for “capitalists.” The word “socialists” was first used in Northern Italy as a term of contempt for the political economists and legal reformers Pietro Verri and Cesare Beccaria, author of the epochal On Crimes and Punishments. Yet the views and concerns of these first socialists, developed inside a pugnacious intellectual coterie dubbed the Academy of Fisticuffs, differ dramatically from those of the socialists that followed. Sophus Reinert turns to Milan in the late 1700s to recover the Academy’s ideas and the policies they informed. At the core of their preoccupations lay the often lethal tension among states, markets, and human welfare in an era when the three were becoming increasingly intertwined. What distinguished these thinkers was their articulation of a secular basis for social organization, rooted in commerce, and their insistence that political economy trumped theology as the underpinning for peace and prosperity within and among nations. Reinert argues that the Italian Enlightenment, no less than the Scottish, was central to the emergence of political economy and the project of creating market societies. By reconstructing ideas in their historical contexts, he addresses motivations and contingencies at the very foundations of modernity.

During her years as a consultant to the Italian government agency responsible for combating organized crime, Letizia Paoli was given unparalleled insider access to the confessions by pentiti (literally, repentants), former Mafia operatives who had turned. This mafia "hard core" came primarily from the two largest and most influential Southern Italian mafia associations, known as Cosa Nostra and 'Ndrangheta, each composed of about one hundred mafia families. The sheer volume of these confessions, numbering in the hundreds, and the detail they contained, enabled the Italian government to effectively break up the Italian mafia in one of the dramatic law enforcement successes in modern times. It is on these same documents that Paoli draws to provide a clinically accurate portrait of mafia behavior, motivations, and structure. Based on the archival records of the Roman Inquisition and the Congregation of the Index of Forbidden Books preserved in the Vatican, it provides a comprehensive analysis of the Catholic Church’s endeavour to keep literature and reading in check by means of censorship and the promotion of a "good" press. The crisis of the Inquisition system did not imply a general diminution of the Church’s involvement in controlling the press. Rather than being effective instruments of repression, the Inquisition and the Index combined to create an ideological apparatus to resist new ideas and to direct public opinion. This was a network mainly inspired by Counter-Enlightenment principles which would go on to influence the Church’s action well beyond the eighteenth century. This book is an English translation of Il governo della lettura: Chiesa e libri nell’Italia del Settecento (Bologna: Il Mulino, 2007).
