Book excerpt: First published in 1999, this volume examines new forms of cultural diversity which result from migration and globalization. Historically, most liberal democracies have developed on the basis of national cultures – either a single one, or a dominant one, or a federation of several ones. However, political and economic developments have upset traditional patterns and have blurred established boundaries. Ongoing immigration from diverse origins has inserted new ethnic minorities into formerly homogenous populations. Democratic liberties and rights provided opportunities for old and new marginalized minorities to resist assimilation and to assert identities. The resulting pattern of multiculturalism is different from earlier ones. Often cultural boundaries are neither clearly defined nor do they simply dissolve by assimilation into a dominant group – they have become fuzzy and a constant source of real or imagined hostility and anxiety. A proliferation of mixed identities goes together with stronger claims for cultural rights and escalating hostilities between ethnic minorities and national majorities. In many countries multiculturalism is today perceived as a challenge rather than as an enrichment. The book focuses on the question how institution and policies of liberal democracies can cope with these trends. The book addresses two tasks: 1) To compare different national contexts and types of ethnic groups (immigrant and indigenous, linguistic and religious minorities) and to discuss how policies of multicultural integration have to be adapted in order to cope with such differences. 2) To evaluate the impact of common rends of globalization which link societies and encourage convergence between national models of multicultural integration.

The economic development policies of the last two decades, and the theory which gave rise to them, have been discredited. The rich are disillusioned, apprehensive or uninterested, while the poor are embittered and without hope, the victims and agents of ignorance, instability and environmental degradation. The need for radical rethinking is urgent: this book makes an important contribution towards that end. John Friedmann argues that poverty should be seen not merely in material terms, but as social, political and psychological powerlessness. He presents the case for an alternative development committed to empowering the poor in their own communities, and to mobilizing them for political participation on a wider scale. In contrast to centralized development policies devised and implemented at the national and international level, alternative development restores the initiative to those in need, on the grounds that unless people have an active role in directing their own destinies long-term progress will not be achieved. The author takes the household as the strategic starting-point - stressing its moral, political and economic potential - as a source of continuity and as a location for production. From this basis he propounds a politics of emancipation that would enable the disempowered poor to assert their rights. Empowerment provides a morally-informed theoretical framework for a development policy that meets the needs of its recipients rather than of its makers.

Using city-wide data and six neighborhood case studies, the book explores how determined Chicago residents, police officers, teachers, and community groups worked to banish crime and transform a failing city school system into a model for educational reform. They also explore the emergence of a movement for civic renewal that builds upon the civic movements in these four arenas. In contrast to some recent studies that stress broad indicators of civic decline, this study analyzes innovation as a long process of social learning within specific institutional and policy domains with complex challenges and cross-currents. It draws upon analytical frameworks of social capital, policy learning, organizational learning, regulatory culture, democratic theory, and social movement theory. The study is based upon interviews with more than 400 innovative practitioners, as well as extensive field observation, case study, action research, and historical analysis.
