Book excerpt: Numerous recent studies and analyses have investigated the causes of industrial base migration and its effect on the U.S. technology and manufacturing bases, and potentially, on Defense capability. DARPA undertook this study in an effort to supplement the considerable and valuable 'conventional wisdom' produced by the previous reports by commissioning contractor studies to: (1) examine parts lists of selected weapons systems in greater depth than previously, to whatever subtier contractor level would reveal the ultimate national origin of their components and of the equipment and assembly, packaging, and testing services used in their production; (2) assess the degree of vulnerability resulting from any dependence discovered; and (3) examine the likelihood that foreign suppliers might seek to use those vulnerabilities to pressure the U.S. in peacetime, by reviewing cases where technology denial has been used in the past to exert political leverage.

That cornerstone is not crumbling, but over the past decade it has weathered significantly. Foreign companies have made deep inroads into high-technology markets that had been more or less the exclusive domain of U.S. industry. In addition to causing economic problems, this has fostered dependence on foreign sources for defense equipment at a time when the technology in defense systems comes increasingly from the civilian sector. At the same time, the Department of Defense reports that Soviet defense technology is catching up with ours, and sophisticated Western military equipment is routinely sold to third world nations. These trends, and others, have prompted the Senate Committee on Armed Services to ask what needs to be done to maintain the base of high technology on which U.S. national security depends. This report, the second of the Office of Technology Assessments's (OTA) "Maintaining the Defense Technology Base," looks into that question in some depth. An earlier report, "The Defense Technology Base: Introduction and Overview" (OTA-ISC-374, March 1988), provided a broad view of the defense technology base and the concerns regarding its health. This report develops some of the ideas introduced in the first report. It examines the management of DoD technology base programs and laboratories. It also analyzes the process through which technology is introduced into defense systems to understand why it takes so long and what might be done to speed up the process. Finally, the report examines the exploitation of civilian commercial sector technology for defense needs. It concentrates on the dual questions of expediting military access to civilian technology and keeping the necessary base of technology alive and well in the United States. Volume 2 of this report contains extensive appendices and will be published in the summer of 1989.

This dependence has made the military more vulnerable and has plunged the DoD into a perpetual cycle of purchasing technology to fill shortfalls resulting from reductions in manpower, technology evolutions, and to "maintain the leading edge." Because technology is increasing in per-unit cost, the DoD purchases fewer items which increases the impact of minimal losses in combat. It is feasible that while technology can make warfighting more efficient, the military can become so technology dependent that the organization no longer recognizes that technology has made it more vulnerable strategically, operationally, and tactically. The United States military is going through a cyclic downsizing of force strength; when all the people are gone, where does the military turn to backfill human capacity? This thesis will address three fallacies associated with overdependence on technology in the U.S. military: first, that technology reduces manpower requirements; second, that it is less expensive to use technology in lieu humans in warfighting; and finally, that incorporating technology in operations ensures a decisive victory in today and future conflicts. Reversing technology dependence requires better integration, complementary technologies among the services, decreasing the innovation to fielding timeline, and practice in degraded technology environments. That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.
