Book excerpt: Why GAO Did This Study: Many defense contractor employees work side-by-side with federal employees in Department of Defense (DOD) facilities performing substantially the same tasks affecting billions in DOD spending. Given concerns with protecting the integrity of DOD operations, GAO was asked to assess (1) how many contractor employees work in DOD offices and what type of mission-critical contracted services they perform, (2) what safeguards there are to prevent personal conflicts of interest for contractor employees when performing DOD's tasks, and (3) whether government and defense contractor officials believe additional safeguards are necessary. GAO reviewed conflicts of interest laws and policies and interviewed ethics officials and senior leaders regarding applicability to DOD federal and contractor employees. GAO judgmentally selected and interviewed officials at 21 DOD offices with large contractor workforces, and 23 of their contractors.

Book excerpt: DoD officials who serve in senior and acquisition positions and then leave for jobs with defense contractors are subject to the restrictions of post-gov¿t. employment laws, in order to protect against conflicts of interest. Congress required a report on employment of such officials by contractors who received more than $500 million in DoD¿s 2005 contract awards. In response, this report: (1) provides information on how many former DoD employees worked for contractors in 2006 and estimates how many worked on contracts that were related to their former agencies or to their direct responsibilities; and (2) identifies the practices used to monitor restrictions and information challenges in monitoring post-DoD employment. Includes recommendations.

This book was released on 2013 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Personal conflicts of interest among contractor employees are an increasingly visible and controversial area of U.S. government contracting, given the U.S. government's expanded reliance on contractor personnel. On November 2, 2011, the FAR Council issued a final rule on preventing personal conflicts of interest for contractor employees performing acquisition functions and issued a request for information regarding whether other privately contracted services in addition to acquisition support present sufficient risk to the integrity of the U.S. government procurement process to warrant additional regulation. This paper will review the defects in the new rule; will evaluate what lessons can be learned from the new rule to enhance future rules governing the personal conflicts of interest of U.S. government contractors' employees; and recommend better integration of U.S. government compliance regulations to include conflicts of interest rules, protection of proprietary information, and the mandatory disclosure rule to reduce contractor compliance cost and promote implementation efficiencies through integration"--Leaf iii.

The current fiscal environment combined with operational demands elevates the need to improve weapon systems acquisition and contract mgmt. DoD has taken steps in response to recommendations made over the past decade. Book excerpt: The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Download or read book High-Risk Series written by Gene L. Dodaro and published by DIANE Publishing. This book was released on 2009-12 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fed. gov¿t. is the world's largest and most complex entity, with about $3 trillion in outlays in FY 2008. Reports on high-risk areas bring focus to areas needing attention due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement. These reports also identify areas needing transformation to address major economy, efficiency, or effectiveness challenges. This 2009 update presents the status of high-risk areas listed in 2007 and identifies new high-risk areas. Solutions to high-risk problems offer the potential to save billions of dollars, dramatically improve service to the public, strengthen confidence and trust in the performance and accountability of the U.S. gov¿t., and ensure the ability of gov¿t. to deliver on its promises.
