Book excerpt: DOD and Labor have made progress in addressing challenges we identified in our April 2005 report, but several still remain. While DOD has taken steps to reduce DBA insurance rates through the U.S. Army Corps of Engineers (Army Corps) single-insurer pilot program, it has not yet implemented similar efforts department wide. Through its pilot program, the Army Corps has lowered its DBA insurance rates from what DOD had previously paid. While State, USAID, and Army Corps can obtain aggregate DBA cost data for their respective single-insurer programs, DOD reported that it has not collected this data across the department. We previously reported that the lack of such data prevents DOD from calculating the total cost of DBA insurance or the extent to which Iraq reconstruction funds were being spent on DBA insurance. In addition, while we previously reported several challenges in implementing DBA insurance requirements in Iraq, Labor officials told us that several of these challenges have since been addressed requirements are clearer and claims processing has improved. However, Labor still faces challenges in verifying that subcontractors in Iraq have obtained DBA insurance. Summary.

Book excerpt: From their limited use in China during World War II, for example, to their often clandestine use in Vietnam ferrying supplies before the war escalated in 1964 and 1965 when their role became more prominent-and public-private military contractors (PMCs) have played made essential contributions to the success and failures of the military and United States. Today, with an emphasis on force restructuring mandated by the Pentagon, the role of PMCs, and their impact on policy-making decisions is at an all time peak. This work analyzes that impact, focusing specifically on PMCs in Iraq since the fall of Saddam Hussein in 2003. Isenberg dissects their responsibilities, the friction that exists between contractors and military commanders, problems of protocol and accountability, as well as the problems of regulation and control that PMC companies create for domestic politics. Isenberg organizes his work thematically, addressing all facets of PMCs in the current conflict from identifying who the most influential companies are and how they got to that point, to the issues that the government, military, and contractors themselves face when they take the field. He also analyzes the problem of command, control, and accountability. It is no secret that PMCs have been the source of consternation and grief to American military commanders in the field. As they work to establish more routine protocols in the field, however, questions are also being raised about the role of the contractors here at home. The domestic political arena is perhaps the most crucial battleground on which the contractors must have success. After all, they make their corporate living off of taxpayer dollars, and as such, calls for regulation have resonated throughout Washington, D.C., growing louder as the profile of PMCs increases during the current conflict.

Book excerpt: Although the government’s reliance on contractors to support military forces is not a new phenomenon, the degree to which contractors are involved in Operations Enduring Freedom and Iraqi Freedom (OIF) has increased substantially. In OIF in particular, contractors perform a wide range of services in support of stabilization and reconstruction efforts. Perhaps the most controversial and arguably the most troublesome of these contractors are those that are armed and use violence in the course of fulfilling their contractual obligations. This thesis explores whether or not such contractors, herein identified as private security providers (PSPs), have a destabilizing influence on United States political and military objectives. In doing so, the thesis identifies and evaluates the legal environment in which PSPs operate the intersection between PSP activities and critical requirements and vulnerabilities of coalition forces and PSP involvement within logical lines of operation within Iraq. In concluding, the author posits that PSPs have a destabilizing impact on not only the political and military mission, but the United States military as well. Finally, the author provides recommendations for employing PSPs in the present and future conflicts.
