Available in PDF, EPUB and Kindle. Book excerpt: The Dept. of Defense (DoD) used nearly 700 aircraft, as well as commercial and leased aircraft, to carry about three million troops and 800,000 tons of cargo in support of wartime, peacetime, and humanitarian efforts in 2008. C-5s and C-17s move troops and cargo internationally (strategic airlift) and C-130s are the primary aircraft that moves them within a theater of operation (tactical airlift). Over the next four years, DoD plans to spend about $12 billion to modernize and procure airlifters and is currently studying how many it needs. This report: (1) identifies the status of DoD¿s modernization and acquisition efforts; and (2) determines how well DoD is addressing any capability gaps and redundancies. Includes recommendations. Book excerpt: In FY 2008, the DoD obligated over $380 billion to federal contractors, more than doubling the amount it obligated in FY 2002. The gov¿t. needs strong controls to provide reasonable assurance that contract funds are not being lost to fraud, waste, abuse, and mismanagement. The Defense Contract Audit Agency (DCAA) provides auditing, accounting, and financial advisory services in connection with DoD and other fed. agency contracts and subcontracts. However, last year there were numerous problems with DCAA audit quality at 3 locations in CA; these problems also existed agencywide. This testimony describes audit quality problems at DCAA and provides info. about continuing contract management challenges at DoD.

Book Synopsis Warfighter Support by : William Solis
Download or read book Warfighter Support written by William Solis and published by DIANE Publishing. This book was released on 2010-08 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forces in Iraq and Afghanistan have faced rapidly changing threats to mission failure or loss of life, highlighting the DoD¿s need to develop and field new capabilities more quickly than its usual acquisition procedures allow. Since 2006, Congress has provided nearly $16 billion to counter improvised explosive devices alone. There have been funding, organizational, acquisition, and oversight issues involving DoD's processes for meeting warfighters' urgent needs. This report determined: (1) the extent to which DoD has a means to assess the effectiveness of its urgent needs processes; and (2) what challenges, if any, have affected the overall responsiveness of DoD's urgent needs processes. This review conducted 23 case studies. Illustrations.
Book Synopsis Defense acquisition : improved program outcomes are possible by :
Download or read book Defense acquisition : improved program outcomes are possible written by and published by DIANE Publishing. This book was released on 1998 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Download or read book Charting a Course: Strategic Choices for a New Administration written by Richard D. Hooker (Jr.) and published by Government Printing Office. This book was released on 2016 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Charting a Course: Strategic Choices for a New Administration: The new administration takes office in a time of great complexity. Our new President faces a national security environment shaped by strong currents: globalization; the proliferation of new, poor, and weak states, as well as nonstate actors; an enduring landscape of violent extremist organizations; slow economic growth; the rise of China and a revanchist Russia; a collapsing Middle East; and a domestic politics wracked by division and mistrust. While in absolute terms the Nation and the world are safer than in the last century, today the United States finds itself almost on a permanent war footing, engaged in military operations around the world. [...] No formal document describes a grand strategy for the United States, and indeed, many academics deny that one exists. Yet a close look at our history as a world power suggests that core interests and how we secure them have remained generally consistent over time. If grand strategy "rises above particular strategies intended to secure particular objectives," many decades of focusing on nuclear deterrence, power projection, alliances and partnerships, and military and economic strength probably constitute the underpinnings of a coherent grand strategy. How we employ and leverage these instruments of national power to protect, defend, and advance the national interest is, after all, the essence of grand strategy. In a dangerous world, these pillars have provided a strong foundation for national security. If our domestic politics can achieve consensus on future threats and solutions, America is well positioned to lead and prosper in a world that will remain both dangerous and uncertain. R.D. Available in PDF, EPUB and Kindle. Book excerpt: Since 1990, GAO has designated the Department of Defense's (DOD) management of its major weapon acquisitions as a high-risk area; however DOD's problems delivering weapon systems on time, at the estimated cost, in the planned amounts, and with the promised performance go back decades. Congress and DOD have continually explored ways to improve acquisition outcomes, yet problems persist. The committee asked GAO to testify on measures needed to reform the acquisition of major weapon systems and related legislative proposals. Specifically, this statement will describe the poor outcomes on weapon system investments that make reform imperative; attributes of the requirements, funding, and acquisition processes that will need to change for reform to be effective; and positive steps that Congress and DOD have taken to improve weapon program outcomes. The statement will also examine other factors that should be considered as the committee moves forward with its reform efforts.
