Book excerpt: The Administration's FY2010 defense budget proposes to end the procurement of DDG-1000 (Zumwalt) class destroyers with the third ship, which was authorized and partially funded in FY2009, and restart procurement DDG-51 (Arleigh Burke) class Aegis destroyers, which were last procured in FY2005. The Administration's budget is consistent with a proposal for stopping DDG-1000 procurement and restarting DDG-51 procurement that the Navy announced in July 2008. The Navy's plans for destroyer procurement in FY2012 and beyond are somewhat unclear. The Navy since July 2008 has spoken on several occasions about a desire to build a total of 11 or 12 DDG-51s between FY2010 and FY2015, but the Navy also testified to the Seapower subcommittee of the Senate Armed Services Committee on June 16, 2009, that it is conducting a study on destroyer procurement options for FY2012 and beyond that is examining design options based on either the DDG-51 or DDG-1000 hull form. A January 2009 memorandum from the Department of Defense acquisition executive called for such a study. The proposed FY2010 defense budget requests procurement funding to complete the cost of the third DDG-1000 and to procure one DDG-51, and advance procurement funding for two more DDG-51s that the Navy wants ...

Why is one of the largest militaries in the world, and the most expensive by far, periodically stressed by the operational demands placed upon it? This book argues that recent problems with overstretch are the result of a heavy reliance on technology to solve tactical and strategic problems. Over the last seven decades, the US armed services have consistently chosen to push the technological frontier out in an effort to first gain, and then maintain, qualitative superiority over potential foes. The high procurement and support costs associated with cutting-edge weapon systems has resulted in a military that is shrinking in both absolute size and in the relative share of combat forces. The culmination of this process is a US military that increasingly lacks the capacity needed to conduct operations without putting significant stress on its personnel and equipment. Lake argues that this pattern is a manifestation of an American cultural disposition favoring technology. He shows that this affinity for technology is present in the organizational cultures of all the armed services, though not to the same degree. By examining procurement programs for each armed service, this book reveals how attempts to develop and leverage superior technology has resulted in some notable program failures, high procurement costs for the latest generation of equipment with associated production cuts, and the high support requirements that are causing the relative share of combat forces to shrink. Lake’s analysis of recent initiatives by the armed services suggests that this pattern is likely to continue, with the US military remaining prone to overstretch whenever its operational tempo increases above the peacetime baseline.

Navy plans call for procuring 7 DDG- 1000s and 19 CG(X)s between FY2007 and FY2023. The first two DDG-1000s were procured in FY2007. The Navy wants to procure the first CG(X) in FY2011 and the second in FY2013. The Navy's FY2008 budget requests $2,802 million in procurement funding to complete the Navy's estimated procurement cost for the first two DDG-1000s, which are being split-funded (i.e., incrementally funded) across FY2007 and FY2008. The Navy's combined estimated procurement cost for the two ships is $6,370 million. The two ships received $1,010 million in FY2005 and FY2006 advance procurement funding, and $2,557 million in FY2007 procurement funding. The Navy's FY2008 budget also requests $151 million in advance procurement funding for the third DDG-1000, whose procurement cost the Navy estimates at $2,563 million. The DDG-1000/CG(X) program raises several potential oversight issues for Congress, including the accuracy of Navy cost estimates for the program, the program's affordability and cost effectiveness, the acquisition strategy for the third and subsequent DDG-1000s, and the program's potential implications for the shipbuilding industrial base. Potential options for Congress for the DDG- 1000/CG(X) program include supporting the Navy's proposed plans or curtailing the DDG-1000 and/or CG(X) programs and pursuing lower-cost alternatives to the DDG- 1000 and/or CG(X) designs. The House Armed Services Committee, in its report (H. Rept. 110-146) on the FY2008 defense authorization bill (H.R. 1585), recommended approval of the Navy's request for FY2008 procurement funding for the DDG-1000. The report recommended increasing the Navy's FY2008 request for research and development funding for the DDG-1000 program by $9 million for work on permanent magnet motor technology.

At this time, several technical risks that could lead to increased construction costs and potentially result in capability reductions still remain. In particular, the electromagnetic aircraft launch system (EMALS), the advanced arresting gear, and the dual band radar face key tests with little margin for resolving problems before they begin to disrupt the optimal CVN 78 construction schedule and increase ship costs. If key systems arrive late, more labor cost may be incurred because of inefficient work-arounds and schedule delays. EMALS and the advanced arresting gear are vital to meeting key capabilities and must be delivered to the shipyard on time to maintain the construction schedule. The dual band radar enables a smaller island structure on the deck of the carrier, facilitating the ship's increased sortie generation rate. All three systems have experienced schedule delays because of technical and other challenges.
