C'est tout d'abord une histoire politique : si la Révolution n'a pas inventé le devoir de défense, elle l'a réinventé en lui donnant de nouvelles formes et en le couplant avec une citoyenneté elle aussi nouvelle. Ce n'est pas une histoire immobile : la loi Jourdan qui institutionnalise les « essais » de la Révolution n'instaure pas pour autant le service militaire pour tous les Français. La distorsion entre devoir universel de défense et service personnel et obligatoire dure trois quarts de siècle et alimente le débat auquel donne lieu le vote des grandes lois militaires. Celles de la Troisième République ne mettent pas fin à ce débat qui s'est prolongé jusqu'à nos jours. C'est aussi une histoire culturelle et sociale, celle des Français face au service militaire, celle d'un dialogue entamé très tôt, dès la rédaction des cahiers de doléances, entre eux et leurs dirigeants, sur ce que devrait être l'armée idéale. Ce dialogue fut poursuivi tout au long du XIXe siècle par les ouvrages que les Français ne cessèrent d'adresser aux assemblées et aux gouvernements et qui dessinaient l'armée modèle. Ce dialogue fut parfois conflictuel avec l'État-Nation centralisateur dont la conscription était un nouvel instrument, instrument à double tranchant tant il suscita de résistance dans certaines régions. C'est enfin une histoire paradoxale. C'est en effet l'histoire des contradictions fondatrices qui donnent à l'histoire militaire de la France son originalité, celle d'un élément de l'exception française, celle d'une invention d'élites universalistes et « antimilitaristes » qui tentèrent de l'imposer à des masses amilitaristes et à un peuple qui, selon la formule d'un général, peut être bon guerrier, voire le meilleur guerrier du monde mais est mauvais militaire. Cette histoire est enfin celle d'une hésitation permanente – qui traversa toutes les familles d'esprit et les groupes politiques – entre deux modèles : l'armée doit-elle être le miroir de la cité et de la société, une cité régénérée et une société démocratisée, ou doit-elle être « l'arche sainte » qui donne l'exemple ?
