Book excerpt: The Office of Technology Assessment, at the request of the Congress, has conducted a series of assessments of the Nation's ability to provide for its future national security technology and industrial needs. In the most recent report, Assessing the potential for Civil- Military Integration, OTA examined the potential for making greater use of common technologies, processes, labor, equipment, material, and/or facilities to meet both defense and commercial needs. This effort, often termed civil-military integration or CMI, is believed by many observers to be an essential element of a successful U.S. national security strategy. OTA's assessment found that greater CMI is possible, and confirmed the potential for cost savings and increased technology transfer as the result of increased integration. The assessment noted that CMI appears essential if defense is to take advantage of many rapidly developing commercial technologies.

While sheer military might is a function of a variety of factors, technology has taken center stage in the past two centuries. The industrial revolution changed the way war was fought; and the changes had wide ranging effects. The calamity of the First World War was in some ways a failure to techno-strategically integrate industrial age technology. The history of military technology and strategy illustrates many obstacles to the integration of the two. This thesis shows that successful techno-strategic integration is often highly correlated with effective execution of war and improvement of national security. On the other hand, enduring organizational preferences, inter-service rivalry, and commercial self-interest have often undermined new techno-strategic possibilities. However, with the growth and increasing capability of information age technology, this research shows growing indications that the techno-strategic paradigm of the industrial age is shifting. The United States is positioned to capitalize on its lead in informational innovations, and integrating technologies into new concepts of operations. If managed successfully, the United States might emerge with a leaner, more agile force that can keep its strategic competitors at bay.

In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities.
