Book excerpt: In this thesis I argue that one of the key organizations in the development of a robust intellectual approach to warfare in Britain between 1898 and 1914 was the Royal United Service Institution (RUSI) and its attendant journal. I investigate how they conceived of what a major European war would be like and how they planned to meet that challenge. The ideas developed and propagated within the pages of the RUSI journal played a significant role in setting the tone for debates around de4fence in Britain.These included considerations of the strategic purposes of the army and navy, discussion of what their duties should be in a future conflict, and how they should best be trained, equipped, and organized. The pages of the journal also offer insight into a culture of gentlemanly debate that considered all improvements, not just major military ones, worthwhile and which believed in the possibility of bringing about social progress through rational debate. Despite the virtue of the journal's intellectual endeavours, however, the members of the RUSI were generally not immune from the dangerous misconceptions about a future great war, such as the belief that it would be short an decisive, that afflicted Europe at that time.
