Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Edgewood Chemical Biological Center's Decision Analysis Team (DAT) was tasked by the Department of Homeland Security/National Institute of Standards and Technology Standards Development Team to conduct a workshop with first responders to obtain more focused input on important decontamination equipment characteristics. The workshop was a follow-on effort to a survey that the DAT conducted in 2008. Over the course of 2 days in January 2009, the DAT led a structured discussion among the participants in each of the 10 areas relating to decontamination addressed in the survey (time, ease of use, reliability/maintainability, operating conditions, transportability, consumable resources required, human factors, interoperability, power requirements, and operational interface) as well as several other topics that had not been previously addressed (e.g., waste management, decontamination efficacy). The Standards Development Team used the results from the workshop to update the draft ASTM standard for civilian first responder decontamination systems.

This book was released on 1999-02-26 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: The threat of domestic terrorism today looms larger than ever. Bombings at the World Trade Center and Oklahoma City's Federal Building, as well as nerve gas attacks in Japan, have made it tragically obvious that American civilians must be ready for terrorist attacks. What do we need to know to help emergency and medical personnel prepare for these attacks? Chemical and Biological Terrorism identifies the R&D efforts needed to implement recommendations in key areas: pre-incident intelligence, detection and identification of chemical and biological agents, protective clothing and equipment, early recognition that a population has been covertly exposed to a pathogen, mass casualty decontamination and triage, use of vaccines and pharmaceuticals, and the psychological effects of terror. Specific objectives for computer software development are also identified. The book addresses the differences between a biological and chemical attack, the distinct challenges to the military and civilian medical communities, and other broader issues. This book will be of critical interest to anyone involved in civilian preparedness for terrorist attack: planners, administrators, responders, medical professionals, public health and emergency personnel, and technology designers and engineers.

This book was released on 2008 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Decontamination Workshop, How Clean is Clean Enough? was conducted 12-14 September 2007 at Aberdeen Marriott, Aberdeen MD. The purpose was to determine an acceptable level of decontamination for victims before they can be released from a chemical incident site. Answers to this difficult question will influence ongoing and future decontamination equipment performance standards. The workshop brought together individuals from federal, state, and local agencies so that all pertinent concerns and views could be expressed in an open, neutral, and non-attribution forum. The workshop was hosted by the U.S. Army Edgewood Chemical Biological Center, Engineering Directorate, and Department of Homeland Security (DHS)/National Institutes of Standards and Technology (NIST) Standards Development Team, and was funded by DHS.

Book Synopsis Technology for Combating WMD Terrorism by : P. Stopa
Download or read book Technology for Combating WMD Terrorism written by P. Stopa and published by Springer Science & Business Media. This book was released on 2013-03-19 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: Much has been written on WMD terrorism, but few books present a systems approach to this problem. In this book, we present an integrated view of WMD terrorism. The threat section reviews several scenarios that a terrorist might use and a very comprehensive list of the possible biological organisms and compounds that can be used as biological, mid-spectrum, and chemical threats. In the science and technology section, the technical aspects of a successful defense against WMD agents are presented. Arguments are presented for the control of the release of scientific information to bolster CB defense. Approaches to biological agent detection and a system for ranking detection technologies are discussed next. The generic approach to biological screening and detection is then illustrated with some applications of generic detectors to water, food, and aerosol. The future of biological detection and identification is also presented, along with a call to perhaps change the paradigms that we are using. The last section of the book deals with response system planning. An example of regional cooperation is presented. Risk-based management is discussed and a practical example of this approach to emergency planning is presented. Arguments for an epidemiological reporting system are presented, while the last chapter discusses means to integrate the various components of a response system via a software tool.

Download or read book Protecting Those Who Serve written by Institute of Medicine and published by National Academies Press. This book was released on 2000-10-04 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the Gulf War ended in 1991, various constituencies, including a significant number of veterans, speculate that unidentified risk factors led to chronic, medically unexplained illnesses, and these constituencies challenge the depth of the military's commitment to protect the health of deployed troops. Despite general concurrence in findings to support these claims, few changes have been made at the field level. The most important recommendations remain unimplemented, despite the compelling rationale for urgent action. Protecting Those Who Serve illuminates these recommendations and government-developed plans that remain inactive due to a lack of authority within the Department of Defense, while describing the dangers that may result from failure to protect our forces in the field.

Book Synopsis DOMESTIC TERRORISM AND INCIDENT MANAGEMENT by : Miki Vohryzek
Download or read book DOMESTIC TERRORISM AND INCIDENT MANAGEMENT written by Miki Vohryzek and published by Charles C Thomas Publisher. This book was released on 2001-01-01 with total page 315 pages. Available in PDF, EPUB and Kindle. Book excerpt: After reading this text, the reader will have a fuller understanding of the nature of domestic terrorism and a clearer understanding of the basics. These basics include a review of the complex history that spans thousands of years, an explanation of definitions, a review of contemporary domestic terrorism, and the examination of intelligence gathering, threat analysis, and emergency responses to terrorism-incident management. It is hoped that such knowledge as presented here will enhance the public's understanding of domestic terrorism and law enforcement's ability to prevent and respond to its acts. It focuses almost exclusively on right-wing domestic terrorism because of its strong presence in the last twenty years and the projection of experts that right-wing terrorism will prevail well into the twenty-first century. The book is divided into three parts. The first part deals with definitional problems associated with policymaker's and law enforcement's handling of terrorism, an historical overview of terrorism and terrorist incidents in the global community, and an historical examination of terrorism from below in the United States. Part Two addresses the American Hate Movement and patriot-militia activities. It also discusses the emergence of special-interest extremist and terrorism groups that advocate violence based on an ideology or belief, which may include the desire for political and social change. They include ecological resistance groups, antienvironmental movements, animal rights and antiabortion activists. Part Three focuses on effective criminal intelligence-gathering techniques and the implementation of terrorism-incident management strategies.
