Book excerpt: The positive experience with the latest rural development intervention in Northeast Brazil suggests that rapid progress can be made if community participation is enhanced and decisionmaking authority is decentralized to lower levels of government and other institutions. In Northeast Brazil, despite sustained efforts to reduce rural poverty and more than $3.2 billion in spending, the rural poor are little better off than they were two decades ago.Brazil's difficult macroeconomic environment has tended to restrict the amount of funds available for rural development. In addition, project implementation has often been seriously undermined by the excessive centralization of decisionmaking in Brazil prior to the approval of a new constitution in 1988. A preliminary evaluation of the latest rural development intervention in the Northeast - the reformulated Northeast Rural Development Program - suggests that rapid progress can be made if community participation is enhanced and decisionmaking authority is decentralized to lower levels of government and other institutions. To support this new approach, van Zyl, Barbosa, Parker, and Sonn recommend that the next generation of rural development projects in the Northeast incorporate several features:Expansion of the existing commmunity-based approach into a municipal fund program. This hands responsibility for the management of fiscal resources and project implementation to municipalities and communities, further promoting decentralization of decisionmaking and encouraging greater municipal cost-sharing on projects.Implementation of a poverty-targeting methodology based on poverty-related criteria, backed by a strong system of checks and balances to thwart mistargeting and misappropriation of resources.Establishment of clear rules for the composition and operating procedures of municipal councils, to improve participation and transparency.Establishment of a system of checks and balances to promote transparency. This paper - a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department - is part of a larger effort in the department to develop a new strategy for rural development.

Book excerpt: August 1995 The positive experience with the latest rural development intervention in Northeast Brazil suggests that rapid progress can be made if community participation is enhanced and decisionmaking authority is decentralized to lower levels of government and other institutions. In Northeast Brazil, despite sustained efforts to reduce rural poverty and more than $3.2 billion in spending, the rural poor are little better off than they were two decades ago. In addition, project implementation has often been seriously undermined by the excessive centralization of decisionmaking in Brazil prior to the approval of a new constitution in 1988. To support this new approach, van Zyl, Barbosa, Parker, and Sonn recommend that the next generation of rural development projects in the Northeast incorporate several features: * Expansion of the existing commmunity-based approach into a municipal fund program. Its absence thwarts growth and, typically, the poor are those hurt the most. The purpose of this paper is to serve as a basis for knowledge management on rural infrastructure." In the 1970s, the primary, if not the unique, objective of rural infrastructure lending was to get rural infrastructure built. However, the institutional aspects of how this infrastructure was to be built, and later how it would be operated and maintained, did not receive much attention. Only recently has poverty alleviation through employment creation become an explicit objective of rural infrastructure investments. This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.

Book excerpt: This highly topical volume, with contributions from leading experts in the field, explores a variety of questions about membership based organizations of the poor. Analyzing their success and failure and the internal and external factors that play a part, it uses studies from both developed and developing countries. Put together by a group of prestigious editors, the contributors address a range of questions, including: What structures and activities characterize MBOPs? What is meant by success and what factors account for success? What are the internal (governance structure and leadership) and external (policy environment) factors that account for success? Are these factors replicable across countries or even within countries? What are the constraints to successful MBOPs expanding, or to new ones being formed? What sort of policy environment enables the success of MBOPs and the formation of successful MBOPs? What types of institutional reforms are needed to ensure the representation of the poor through their own MBOs? This is an insightful work, that will be invaluable for students and researchers studying or working in the areas of international and development economics and development studies.

Available in PDF, EPUB and Kindle. Book excerpt: The government budget should be the financial mirror of society's choices. Yet most people view budgeting as the epitome of eye-glazing subjects, rarely explained in a way that is understandable to the non-specialist and too often presented without adequate consideration of a country’s governance and institutional capacity. Government Budgeting and Expenditure Management fills a gap in the literature to redress these failings and does so in comparative international perspective. This book provides a comprehensive but pithy and easy-to-understand treatment of public financial management, taking into account a variety of special issues including budgeting in post-conflict situations, at subnational government levels, for military/security expenditures, and in countries with large extractive revenues. Distilling the lessons of budgeting reform in countries at different levels of income and administrative capacity, each chapter gradually progresses from the basic principles to the more technical aspects and then on to implementation issues, using concrete examples and illustrations from around the globe. Government Budgeting and Expenditure Management is ideally suited as the primary text for advanced undergraduate or graduate courses in government budgeting or public financial management, or as a supplementary text for courses in public finance, public economics, economic development, public administration or comparative politics. With its attention to practical implementation aspects, the book will also be of direct interest to practitioners, policy-makers, and government employee training organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Bolivia decentralized in an effort to deepen democracy, improve public services, and make government more accountable. Unlike many countries, Bolivia succeeded. Over the past generation, public investment shifted dramatically toward primary services and resource distribution became far more equitable, partly due to the creation of new local governments. Many municipalities responded to decentralization with transparent, accountable government, yet others suffered ineptitude, corruption, or both. Why? Jean-Paul Faguet combines broad econometric data with deep qualitative evidence to investigate the social underpinnings of governance. He shows how the interaction of civic groups and business interests determines the quality of local decision making. In order to understand decentralization, Faguet argues, we must understand governance from the ground up. Drawing on his findings, he offers an evaluation of the potential benefits of decentralization and recommendations for structuring successful reform.

Book excerpt: Written by two authors with a wide range of experience in international affairs, this introductory text addresses both the commonalities and diversity of administrative practice around the world, including a succinct but thorough overview of PA in the United States. It combines solid conceptual foundations with strong coverage of nuts-and-bolts "how to" topics, such as personnel management, procurement, and budgeting, and covers both developed countries and developing and transitional economies. The book's chapters are organized into four major sections: government functions and organization; management of government activity; interaction between government and citizens; and prospects of administrative reform. Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.
