Book excerpt: An increasing number of developing countries are introducing School-Based Management (SBM) reforms aimed at empowering principals and teachers or at strengthening their professional motivation, thereby enhancing their sense of ownership of the school. Many of these reforms have also strengthened parental involvement in the schools, sometimes by means of school councils. SBM programs take many different forms in terms of who has the power to make decisions as well as the degree of ecision-making devolved to the school level. While some programs transfer authority only to school principals or te.

Available in PDF, EPUB and Kindle. Book excerpt: Purpose of the study. The purpose of this study was to determine the status of the implementation of decentralized decision-making in the public schools of Missouri. In this study, the researcher determined superintendents' perceptions about characteristics, outcomes, strengths, and problems associated with implementing decentralized decision-making. Methodology. The research design included the collection of quantitative and qualitative data to obtain greater understanding and detail about the implementation of decentralized decision-making in Missouri schools. The population for this study was taken from 534 public school districts in Missouri. School districts that were excluded from this study were the 79 K-8 elementary districts and the very large school districts of Kansas City and St. Louis. The sample consisted of the superintendents in 227 school districts. Survey instruments were designed to collect information concerning the suitability of decentralized decision-making characteristics for school organizations, the current level of implementation, and about future plans for implementation. Five research questions were analyzed using descriptive statistics of frequency and percentages. To answer certain of the above questions with a degree of statistical confidence in the answers, two hypotheses were developed for testing. A qualitative study, using descriptive experiences, was conducted of one Missouri school district that reported the utilization of decentralized decision-making for a period of more than two years. Interviews using open-ended questions were conducted with a randomly selected sample which included the assistant superintendent, building principals, and teachers. Findings. (1) The components of decentralized decision-making are being moderately implemented in the school districts of Missouri. (2) The superintendents viewed most components of decentralized decision-making as appropriate to their school districts. (3) Missouri superintendents plan to implement or continue to implement all components of the decentralized decision-making model. (4) Lack of proper training is perceived by administrators and staff as being a major obstacle to successful implementation of decentralized decision-making. (5) Decentralized decision-making has an overall positive effect on relationships among administration, staff, students, and community.

Book excerpt: To contribute to the debate about decentralization of education management, in this paper, we take advantage of the arbitrary rule used in Colombia to define the municipalities that can autonomously manage schools, to evaluate through a Regression Discontinuity methodology the effect of municipal's autonomy on student achievement and teacher characteristics, using as a counterfactual schools located in municipalities that just missed the population criteria, schools that are managed by the departments. Our results suggest that schools in municipalities that became autonomous in terms of their public education administration, have on average, a lower proportion of low-performing students, than similar schools in municipalities that do not manage their schools, especially in 9th grade. Moreover, when analyzing the teachers' characteristics as a channel to explain academic performance, we found that teachers in certified municipalities score on average, 0.5 to 1 standard deviation higher on the mandatory competency test to become a permanent public-school teacher.

Available in PDF, EPUB and Kindle. Book excerpt: It is possible to give a concrete meaning to the usually vague concept of decentralization by examining four core components. First, at the crux of decentralization is a downward shift in decision-making power. Administrative decentralization entails shifts internal to the institution. Political decentralization shifts authority to external forces such as community boards. These two strategies are not mutually exclusive. Second, studies of bureaucracies demonstrate that decentralization is compatible with strong leaders provided that leadership is exercised at lower levels in the administrative hierarchy. Third, decentralization requires the rejection of existing reward structures in favor of a system of incentives that establishes meaningful connections between professional conduct and rewards. Fourth, it is important to design a division of responsibility for ends and means among the district and schools that diminishes the role of explicit rules. Most school districts reflect few of these four principles, and their efforts and decentralization are often marginalized and incomplete. Experiences to date with site-based management, the most common attempt at decentralization, demonstrate the difficulty in producing authentic decentralization. (Contains 51 references.) (TEJ)

Book excerpt: This book, which is the eighth volume in the 12-volume book series Globalisation, Comparative Education and Policy Research, presents scholarly research on major discourses in decentralisation, school-based management (SBM) and quality in education globally. This book, which focuses on decentralisation and SBM as a governance strategy in education, presents theoretical aspects of the phenomenon of decentralisation/privatisation and contextualises them within the education research literature. It provides an easily accessible, practical yet scholarly source of information concerning the dynamics of decentralisation and SBM that normally take place when reforms are instituted to decentralize authority and power. Above all, the authors offering the latest findings regarding major discourses in dec- tralisation, SBM and quality in educational systems in the global culture emphasise aspects of that dynamic interactive process (see also Geo-JaJa 2006a; Gamage and Sooksomchitra 2006, Zajda 2009). This dynamic interaction in the process that is implicit in the title of the book is reified by calls for restructuring of schools f- lowing the idea that schools are not promoting human rights, social cohesion and sustainable development. The chapters as a source book of ideas for researchers, practitioners and policy makers in decentralisation and SBM in education contr- ute to the educational literature while enhancing the understanding of the larger dynamics involved in educational reform. It offers a timely overview of current issues affecting decentralisation in education in the global culture.

The book covers the following themes and topics: (1) a case study of school decentralization in Colombia over a period of more than two decades; (2) why decentralization is political; (3) why countries decentralize; (4) what decentralization accomplishes; (5) the importance of developing consensus; and (6) how to begin building consensus.
