La question se pose de savoir si, de manière générale ou sur certains espaces, ce phénomène révèle une dynamique de répartition centrifuge du pouvoir entre plusieurs échelons, ou s'il cache au contraire de manière plus ou moins assumée, une certaine re-centralisation du pouvoir. L'étude comparative des régions/Etats fédérés et des autres démembrements de l'Etat, et de leur inscription respective non seulement dans leur Etat national mais également dans une Europe aux tendances toujours plus fédérales qui se développe elle-même dans un monde toujours plus régionalisé, révèle que le fédéralisme, la décentralisation et la régionalisation correspondent à des processus dynamiques et évolutifs, en mouvement et jamais figés. Il n'existe par conséquent pas de « modèles » d'organisation étatique, infra-étatique et supra-étatique, mais des tendances lourdes, communes ou opposées, et une grande variété de formes, toutes plus ou moins centralisées, qu'elles soient formellement qualifiées de décentralisées, régionalisées ou fédérales. Quant à l'« Europe des Régions », elle apparaît aujourd'hui comme un « mirage » et laisse place à l'idée d'une Union européenne décentralisée, plus réaliste, qui constitue elle-même une « macro-région » (non étatique) à l'échelle mondiale, mais qui est actuellement confrontée à des crises multiples (économique, migratoire, écologique...) qui ternissent son image et dévoilent son impuissance. L'Union européenne doit dès lors regagner sa crédibilité interne avant de repenser son rôle international, notamment sa politique de voisinage.
