Available in PDF, EPUB and Kindle. Book excerpt: June 1995 Although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. Special strategies are needed to address the widespread incidence of rural poverty in developing countries, but initiatives aimed at improving the rural standard of living have not consistently reduced poverty. Parker examines the rationale for a specific rural focus in poverty reduction programs and reviews recent attempts to encourage rural development. He discusses the role decentralization could play in rural development programs and analyzes recent efforts to implement decentralized rural development programs. Parker concludes that although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. He suggests a conceptual model--based on a soufflé theory of decentralization--that incorporates the essential elements of political, fiscal, and institutional decentralization as they relate to rural development outcomes. Like a soufflé that requires just the right combination of milk, eggs, and heat to rise, a successful program of decentralization must include just the right combination of political, fiscal, and institutional elements to improve rural development outcomes. This paper--a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department--is part of a larger effort in the department to develop a new strategy for rural development. The study was partly funded by the Bank's Research Support Budget under the research project Decentralization, Fiscal Systems, and Rural Development (RPO 679-68).

Book excerpt: 'Local and Community Driven Development: Moving to Scale in Theory and Practice' provides development practitioners with the historical background and the tools required to successfully scale up local and community driven development (LCDD) to the regional and national levels. LCDD gives control of development decisions and resources to communities and local governments. It involves collaboration between communities, local governments, technical agencies, and the private sector. Since the 1980s, participatory approaches have received new impetus via participatory rural appraisal, the integration of participation in sector programs, decentralization efforts of developing countries, and greater space for civil society and the private sector. This book traces the emergence of the LCDD synthesis from these various strands. 'Local and Community Driven Development' provides the theoretical underpinnings for scaling up, guidance on how to adapt the approach to the specific institutional and political settings of different countries, diagnostic tools, and step-by-step instructions to diagnose the national context, adapt policies, and expand programs. It will be a useful guide for rural and urban development practitioners, public administrators, and policy makers who wrestle daily with the problems the book addresses.

Available in PDF, EPUB and Kindle. Book excerpt: This book originates from the author's PhD research on the topic, "The Impact of Decentralisation on Development, with Special Reference to the Experience of Bangladesh Since 1982." The research observes that many developing countries have suffered in the past from their policy of over-centralisation in development. In recent time, many countries have attempted to reverse this trend through policy of decentralisation to overcome institutional weaknesses, enable development to be administered at the local level, and bring greater popular participation in local and rural development. Democratic structures have been prescribed as means of accountability. Over centralisation was a key feature of administration before independence of Bangladesh, and this continued for years after the independence in 1971. A major change in local and rural development came through the decentralisation policy of 1982 to increase authority of a vital local government unit, the "Upazila Administration" for ensuring delivery of basic needs services to people. But without parallel reforms in other levels of local government, decentralisation has not been altogether effective.

This book was released on 1998-12-03 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.
