Yet, despite this, the gallows remained a source of controversy in Victorian Britain and there was a growing unease in liberal quarters surrounding the question of capital punishment. Unease was expressed in various forms, including efforts at outright abolition. Focusing in part on the activities of the Society for the Abolition of Capital Punishment, James Gregory here examines abolitionist strategies, leaders and personnel. He locates the 'gallows question' in an imperial context and explores the ways in which debates about the gallows and abolition featured in literature, from poetry to 'novels of purpose' and popular romances of the underworld. This volume asks what limits and contradictions have framed the nation’s democratization process, examining how democracy has been understood by those who have advocated for or resisted it and exploring key historical realities that have shaped it. Scholars from a range of disciplines tackle this elusive concept, suggesting that instead of looking for a simple narrative, we must be alert to the slower, untidier, and incomplete processes of democratization in Canada. Book excerpt: In The Canadian Federalist Experiment Frederick Vaughan details how the fathers of Confederation, defiantly determined to perpetuate monarchical government despite Enlightenment philosophy that insisted that republicanism was the only legitimate form of government, embraced the Hobbesean principles of the English constitution and embedded them in the new Canadian constitution in 1867, leading to concentration of power in the office of the prime minister. He then argues that Trudeau's 1982 Charter quietly undermined the monarchic character of the constitution by introducing republican principles of government. The result has been old institutional structures at odds with the republican ambitions, leaving Canada clinging to the wreckage of the old aristocratic order while attempting to provide a new order founded on republican equality. Vaughan shows how, at the time of Confederation, Edward Freeman, a Cambridge historian who convinced John A. Macdonald to experiment with what no one had ever heard of before, a "monarchic federation," and Jean-Louis DeLolme, a popular French authority on the English constitution, helped forge a new federal constitution with a strong central government and a chief executive armed with the powers necessary to govern. Vaughan examines how these principles were undermined by the judicial activism of the Judicial Committee of the Privy Council, which paved the way for the significant expansion of judicial power under the Charter since 1982.

We Shall Persist explores the distinctive political contexts and common problems faced by advocates for women’s suffrage and wider rights in the Maritime provinces and Newfoundland. Despite virulent opposition in public and at home, most nonindigenous women in the region won enfranchisement in the immediate post–First World War era. This victory curbed the most blatant political misogyny and prepared the way for other rights, such as improved social assistance and access to birth control. Yet progress was uneven and even the movement itself was marked by class and racial inequities. We Shall Persist captures both the long campaign and the years of disappointment. Book excerpt: For Canada the last century was one of great social and economic change: an increasingly urban population witnessed shifts from an agricultural to a mixed economy and from moderate to greater wealth. Heick chronicles how changing attitudes toward butter and margarine reflected the nature of that society. He demonstrates how the ban on the manufacture, importation, and sale of margarine was instigated in 1986 at the behest of the nascent, yet influential diary industry, particularly in Ontario. This ban was based on the premise that margarine was not a pure food. Despite the lifting of the ban in 1918–23, margarine would only appear as a permanent fixture of the Canadian food spectrum after World War II. The author contends that post-World War II urbanization, and a desire to enjoy a more prosperous life after wartime stringencies, were instrumental in this change. It was increasingly difficult for the Canadian diary industry to meet the nation’s growing dairy requirements. Margarine was no longer viewed as impure; in fact it was now recognized as being a wholesome food and substitute for butter. Heick’s important study of the Canadian butter/margarine competition brings to light how the lengthy debate manifested itself in political, economic and social milieux.
