During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. Shifting public sentiment, conflicting and impeded scientific research, and legislative battles have fueled the debate about what, if any, harms or benefits can be attributed to the use of cannabis or its derivatives, and this lack of aggregated knowledge has broad public health implications. The Health Effects of Cannabis and Cannabinoids provides a comprehensive review of scientific evidence related to the health effects and potential therapeutic benefits of cannabis. Now the Commission has given the green light to a sub-group of 11 Member States to move forward with a significantly revised tax proposal, under a process known as enhanced cooperation - a move which the European Union Committee condemns as being divisive, significantly detrimental to the UK's interest and deliberately contentious in such a controversial area. The report finds serious flaws with the Commission's use of enhanced cooperation, namely: the tax would have an adverse impact on institutions in the non-participating Member States, such as the UK; the legislation could see the UK unfairly being required to collect the tax on behalf of other Member States, such as Germany and France; this use of enhanced cooperation fails to meet the requirements of EU law, including in respect of the Single Market; the flawed process by which the Commission has allowed enhanced cooperation to be used risks undermining its use in the future. The Committee criticises the UK Government for their slowness to appreciate the potential damage to the UK that such a tax could present. However they welcome the Government's belated decision to launch a legal challenge in a bid to annul the decision.

This report presents crosstabulated information on DUI arrestes, convictions, court sanctions, administrative actions and alcohol-involved crashes. In addition, this report provides 1-year proportions of DUI recidivism and crash rates for first and second DUI offenders arrested in each year over a time period of 21 years. Also, the long-term recidivism curves of the cumulative proportions of DUI reoffenses are shown for all DUI offenders arrested in 1994. Two analyses were conducted to evaluate if referrals to DUI programs were associated with reductions in 1-year subsequent violations and crashes among those convicted of the reduced charge of alcohol-related reckless driving, and if referrals to the 9-month DUI program were associated with reductions in 1-year subsequent violations and crashes when compared to referrals to the 3-month DUI program among first DUI offenders. The proportions of convicted first and second DUI offenders arrested in 2010, who were referred, enrolled, and completed DUI programs are also presented.
