In spite of the fact that wetting has been exposed to intensive research for more than 200 years, there still is a broad field open for theoretical and experimental research, including recently revealed superhydrophobic, superoleophobic and superhydrophilic surfaces, so-called liquid marbles, wetting transitions, etc. This book integrates all these aspects within a general framework of wetting of real surfaces, where physical and chemical heterogeneity is essential. Wetting of rough/heterogeneous surfaces is discussed through the use of the variational approach developed recently by the author. It allows natural and elegant grounding of main equations describing wetting of solid surfaces, i.e. Young, Wenzel and Cassie-Baxter equations. It is based largely on documentary material, both Ethiopian and European, but also depends on oral information. As a city it was unique in Africa because of the absence of an imposed European direction of its development and as a result it grew ad hoc, influenced by both Ethiopian and foreign concepts of an urban community. From the beginnings Emperor Menilek completely dominated the political and administrative machinery of the capital, but during his illnesses many of his responsibilities were, perforce, delegated to his closest associates who exercised their powers largely through the organisation of the Imperial Palace. The bureaucracy became increasingly civilian in its personnel, rather than military, especially after the Battle of Adwa. Furthermore, since Addis Ababa was also the capital of the empire, the city and its administrators played not only a local but also an imperial role. The economic influence of the capital was even more pronounced, where again the Emperor was more important than any other individual in the land and under his watchful eye foreigners dominated the import and export trade, while Christians wrested the overall control of trade in the Empire from the Muslims. Yet evangelically, the church was rarely very energetic in the capital although its influence was pervasive. While many historians have seen Menilek's reign as a period of significant innovation and modernisation, this thesis regards that as an exaggerated claim. For, when closely examined, the modernisation of even the capital was never very impressive, although it was the acknowledged centre of foreign influence. Nonetheless, the capital did show itself to be the main point for the diffusion of the few modernisations that were introduced into the country from the 1880s to 1910.

Of these troubled efforts, the US wars in Vietnam (1965-73), Iraq (2003-11), and Afghanistan (2001-present) stand out for their endurance, resource investment, human cost, and miscalculated decisions. Because overarching policy goals are distant and open to interpretation, policymakers ground their decisions in the immediate world of short-term objectives, salient tasks, policy constraints, and fixed time schedules. As a consequence, they exaggerate the benefits of their preferred policies, ignore the accompanying costs and requirements, and underappreciate the benefits of alternatives. In Planning to Fail, James H. Lebovic argues that a profound myopia helps explain US decision-making failures. In each of the wars explored in this book, he identifies four stages of intervention. First and foremost, policymakers chose unwisely to go to war. After the fighting began, they inadvisably sought to extend or expand the mission. Next, they pursued the mission, in abbreviated form, to suboptimal effect. Finally, they adapted the mission to exit from the conflict. Lebovic argues that US leaders were effectively planning to fail whatever their hopes and thoughts were at the time the intervention began. Decision-makers struggled less than they should have, even when conditions allowed for good choices. Then, when conditions on the ground left them with only bad choices, they struggled furiously and more than could ever matter. Policymakers allowed these wars to sap available capabilities, push US forces to the breaking point, and exhaust public support. They finally settled for terms of departure that they (or their predecessors) would have rejected at the start of these conflicts. Offering a far-ranging and detailed analysis, this book identifies an unmistakable pattern of failure and highlights lessons we can learn from it.
