The purpose of this regulation is to ensure a high level of protection of both human and animal health and the environment. It sets out the requirements, procedure and timeframes for authorisation of Plant Protection Products and established a zonal system of authorisation in the EU to enable a harmonised and efficient system to operate. The report finds that the zonal system laid down in the Regulation is not working effectively and deadlines for authorisation are not met by the majority of Member States as they do not avail of the opportunities to share work among them and they have not taken measures to compensate this lack of work sharing. As a result, the objective of the Regulation to ensure a high level of protection of both human and animal health and the environment and to improve the functioning of the internal market in the Member States is undermined.

Two background papers, which can be found in Appendix A and B, were shared with the participants prior to the workshop. The first paper provided a description and history of the legal framework of the food ingredient approval process and the second paper focused on changes in science and technology practices with emphasis placed on lessons learned from case studies.
