Fachhochschule Köln (Fakultät für Wirtschaftswissenschaften), Veranstaltung: Arbeitswirtschaft, Sprache: Deutsch, Abstract: Der fortschreitende Globalisierungsprozess hat zu einer erheblichen Veränderung der Arbeitswelt geführt und stellt zunehmend höhere Anforderungen an die Flexibilität der Unternehmen und deren Beschäftigte. Zur Bewältigung des Konkurrenz- und Kostendrucks ist eine flexible Anpassung an die Marktbedingungen erforderlich, womit auch Veränderungen in der innerbetrieblichen Organisationsstruktur verbunden sind. Im Rahmen dieser Entwicklung wurden die Arbeitszeitregelungen in den Unternehmen einer kritischen Überprüfung unterzogen. Betrachtet man den Begriff „Arbeitszeit“, so ist eine Differenzierung nach Dauer und Lage vorzunehmen. Die Arbeitszeitdauer umfasst die Quantität der zu leistenden Arbeitsstunden, wohingegen durch die Lage die zeitliche Verteilung der Arbeitszeit bestimmt wird. Für starre Arbeitszeitsysteme ist charakteristisch, dass sowohl die Lage als auch die Dauer der Arbeitszeit festliegen und kurzfristige Umstellungen nicht realisierbar sind. Besteht jedoch die Möglichkeit über Lage, Dauer und Verteilung der täglichen oder wöchentlichen Arbeitszeit innerhalb eines festen Rahmens frei zu entscheiden, handelt es sich um flexible Arbeitszeiten. Bei einer Vielzahl von Gestaltungsvarianten hat sich hier in den letzten Jahrzehnten insbesondere die gleitende Arbeitszeit mit Arbeitszeitkonten in den Unternehmen durchgesetzt. Diese Arbeitszeitform beinhaltet häufig feste Mindestarbeitszeiten (Kernzeiten), so dass sich nur vor- oder nachgelagerte Gleitzeitspannen für die Mitarbeiter ergeben. Die zeitökonomischen Interessen der Arbeitgeber und der Wunsch der Arbeitnehmer nach autonomer Arbeitszeitgestaltung forcierten eine weitere Arbeitszeitflexibilisierung und führten schließlich zur Entwicklung und Einführung der Vertrauensarbeitszeit. Die Vertrauensarbeitszeit wird vielfach als innovatives Zukunftsmodell bezeichnet, ist gleichzeitig aber auch sehr umstritten und unterscheidet sich in ihrer Gestaltung wesentlich von anderen flexiblen Arbeitszeitmodellen. Im weiteren Verlauf dieser Ausarbeitung werde ich das Modell der Vertrauensarbeitszeit vorstellen und auf dessen Verbreitung, die rechtlichen Aspekte sowie auf die vielfältigen Chancen und Risiken für Arbeitgeber und Arbeitnehmer eingehen.

Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.
