Book excerpt: The objective of the field investigation is to observe the impact that various construction techniques have on damage potential when subjected to varying flood characteristics in order to empirically evaluate building performance. In selecting specific structures, the goal is to fix as many variables as possible in order to measure the response of the remaining variables. Hurricane Hugo provided an opportunity to measure the effectiveness of NFIP regulations during a major coastal storm. As such, a principal goal was to locate post-FIRM construction to determine possible flaws in the regulations and to evaluate their effectiveness through a comparison of damages to pre-FIRM construction subjected to similar wind and wave forces. In addition, the widespread areal extent of coastline impacted permitted the assessment team to measure the ability of numerous design and construction techniques to perform in various surge elevations ranging from being in excess of to below the identified base flood elevations (BFEs).
