Book excerpt: The Corps of Engineers inspected about 1,800 non-federal dams during 1978 in an effort to discover potentially hazardous conditions that threaten dam safety. Many deficiencies were noted, and remedial measures were recommended to dam owners and states. There is a need to improve the nation's federal dams, and guidelines are being developed to help coordinate the dam safety efforts of federal agencies. The key safety issues to be resolved concern non-federal dams. The cooperation of dam owners and willingness of the states to continue efforts begun by the Corps non-federal dam inspection program are needed; however, many dam owners lack the financial resources, willingness, or understanding to take recommended remedial measures and the states do not have legislative authority, funds, or trained personnel to conduct their own programs. The study of five selected states showed that, although some states have improved their programs, many of the improvements, such as hiring additional personnel and providing training, are dependent upon financing by the Corps of Engineers and may not continue when the financial assistance program ends in 1981.

Collaboration between dam and levee safety professionals at all levels, persons and property owners at direct risk, members of the wider economy, and the social and environmental networks in a community would allow all stakeholders to understand risks, shared needs, and opportunities, and make more informed decisions related to dam and levee infrastructure and community resilience. Dam and Levee Safety and Community Resilience: A Vision for Future Practice explains that fundamental shifts in safety culture will be necessary to integrate the concepts of resilience into dam and levee safety programs.

Book excerpt: The National Dam Inspection Act directed that the Secretary of the Army, through the Corps of Engineers, inspect most of the Nation's dams and report inspection results and inventory all dams meeting the law's criteria. In addition, a comprehensive national program for dam safety was to be recommended to Congress. Five years after the authorizing legislation was passed, the inspection of all dams has not been carried out; an inventory of dams has been prepared but has not been verified; and the national program for dam safety proposed by the Secretary of the Army is lacking in scope, depth, and alternatives. The Army has never requested sufficient funding from Congress to design or implement a comprehensive program. The Corps program emphasizes voluntary participation by the States, even though many of them maintain they need Federal funding for the program.
