Book excerpt: The intent of the No Child Left Behind (NCLB) Act of 2001 is to hold schools accountable for ensuring that all their students achieve mastery in reading and math, with a particular focus on groups that have traditionally been left behind. Under NCLB, states submit accountability plans to the U.S. Department of Education detailing the rules and policies to be used in tracking the adequate yearly progress (AYP) of schools toward these goals. This report examines Massachusetts's NCLB accountability system, particularly how its various rules, criteria and practices result in schools either making AYP, or not making AYP. It also gauges how tough Massachusetts's system is compared with other states. Massachusetts math proficiency standards range from a high of the 77th percentile in grade 4 to the 68th percentile in grades 6 and 8: to be considered proficient, grade 4 students must perform better than 77% of all other students in the nation. Although the reading standard is somewhat lower, ranging from the 65th percentile in grade 4 to the 30th percentile in grade 8, Massachusetts still expects approximately 95 percent of its grade 3-8 students to reach the reading standard in 2008. These dynamics, combined with the fact that Massachusetts does not apply a confidence interval to proficiency rate calculations, contribute to only one Massachusetts school making AYP in the study. Compared to the other 27 states examined, Massachusetts places at the very low end of the distribution in terms of the number of schools making AYP. The report concludes that although in some respects, Massachusetts's NCLB accountability system is working as intended by the legislation, NCLB shortcomings are also evident, and should be considerations for Congress in future reauthorizations of the act. CHE carries out its mission through statewide planning and working with institutions to promote quality, access and efficiency in the state's higher education system while balancing advocacy, stewardship and accountability. The major functions of the Commission can be categorized broadly into four areas including: advocacy and coordination, information services, accountability, and administration. These functions are carried out through activities of the CHE and each of its divisions including Academic Affairs and Licensing; Finance Facilities and Management Information Services; Student Services; and Access and Equity. This annual accountability report for Fiscal Year 2004-05 includes an executive summary, a business overview, and information pertaining to the elements of the Malcolm Baldrige Award Criteria per the Budget & Control Board's 2004-05 Accountability Report guidelines. The activities of the Commission, including the mission, goals, and performance measures are approved by the appointed Commission members as a component of the Executive Director's annual evaluation process. Prior to the January 2000 edition, this document was entitled "Minding Our P's and Q's: Indications of Productivity and Quality in South Carolina Public Colleges and Universities." In January 2000, the South Carolina Commission on Higher Education (CHE) substantially revised this publication in efforts to provide a source guide integrating data reported by the state's public colleges and universities in fulfillment of legislative requirements. In this report, the reader will find 11 sections highlighting various aspects of higher education. Sections 1 through 9 reflect the nine "critical success factors" identified by the General Assembly for South Carolina's public colleges and universities (Section 59-103-30). Data from both institutional effectiveness and performance funding reporting are combined in these sections. Often the data is presented by type of institution or sector, as identified in the legislation. The four sectors of institutions as defined in legislation are: (1) Research Universities; (2) Four-Year Colleges and Universities; (3) Two-Year Institutions-Branches of the University of South Carolina; and (4) State Technical and Comprehensive Education System. The CHE maintains historical data on institutions and when appropriate, three years of data are presented for comparison. Section 10, "Campus-Based Assessment," includes a summary of other institutional effectiveness reporting and the web addresses where detailed institutional reports are located. Finally, Section 11 contains each institution's performance ratings as approved by the CHE on June 2, 2005.
