Book excerpt: This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration (Tilburg/Rotterdam, Kassel, Irvine, Nottingham/Glasgow). Since the fifties, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisial and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration.

Book excerpt: Global developments over the past half-century have transformed public administration and brought it to maturity as an autonomous discipline at the intersection of many important fields of study. The trends and challenges which confront this discipline are analyzed in this festschrift, which honors Gerald E. Caiden and his numerous inputs to the field since his graduation in 1957. During five decades of research and teaching, Dr. Caiden's professional life has spread across four continents, contributing greatly to the development of scholars and professional practitioners throughout the world. Their advancement of our knowledge of the public sphere worldwide and support of enhanced practices, combined with Caiden's scholarship, continue to define vital aspects of contemporary public administration and its future prospects, both locally and globally. The administrative state, which peaked in the 1950s and 1960s, gave way to neoliberalism and the new public management during the 1980s and 1990s. Already this is changing, as new ideas and visions surface on the horizon. Likewise, priorities shifted, as this volume shows. Concerns with central planning, with control, command and direction, gave way to greater emphasis on decentralization, de-bureaucratization, and human resources development but also, lately, ethics and anti-corruption strategies. Due process, rule of law, defense against arbitrariness, and protection and promotion of human and citizens' rights have also re-emerged as fields of growing concern, precisely on account of government's visible deficit in these regards. We are constantly on the move, but whether our direction will lead to the 'garrison state' or to a democratic 'facilitative state', as one contributor argues, remains a central issue, which calls for exploration and debate. In paying Gerald Caiden the tribute he so richly deserves, this festschrift, put together by scholars from around the world, traces and accounts for developments and bring us up-to-date. It is a fifty-year perspective on a field in rapid change, a rich and varied compendium, which represents a valuable addition to the literature on public administration, a necessary tool for training and research, as well as a useful companion for students and practitioners of public service globally.

Available in PDF, EPUB and Kindle. Book excerpt: Many governments have effectively organized public project implementation systems in their jurisdictions. At the same time, many other countries remain at a less advanced level of public project management. Globally, there is a need for project management knowledge to be transferred between governments. However, no systematic review of these practices has been developed to date. Projects, Government, and Public Policy was written to fulfill this need and presents a review of project management practices in countries with developed project-based capabilities. This book uses its own rigorous model to present this review systematically. This book’s practical purpose is to give a structured overview of government-level project management practices. This knowledge can be used in the work of governments to improve the management of public projects and the implementation of public policies. Many professionals working in public institutions understand project management concepts differently than project management professionals. Therefore, this book begins with a chapter that describes the differences between the conceptual basis of public administration and project management. The body of this book has five parts. Part I is mainly intended for those involved in government and public administration who want to acquire or increase knowledge about project management. Part II provides an overview of the basic concepts from the theory of public administration, public policies, and development management. Part III describes what makes public projects unique and the success factors specific to projects of this sector. Knowledge about effective government project management practices is covered in Part IV. The concluding Part V begins with a general overview of the maturity model concept. Its main part covers the description of a maturity model showing ways to systematically improve the implementation of public projects. This book is written for governments and government administrators, including the most influential decision-makers, who craft policies to guide a country’s development as well as how to implement projects. This book is also intended for supporters and enthusiasts of project management in government and public administration by providing them with a description of the solutions used by project management in public administration. This book is intended, too, for all project management practitioners working for public projects: project managers, team members, sponsors, and middle-level executives of project-delivering private companies. By knowing public administration concepts, they can manage their projects better and use a common language with their clients.
