This groundbreaking book examines the plight of Russian workers and employers during the first decade of post-Soviet reforms. The authors argue that higher-than-expected labour market flexibility early in the transition provided an important cushion for workers who would have been displaced with little recourse to social protection. However, over time, this flexibility reduced pressure for enterprise restructuring and accommodated policy drift. Although many workers were quite mobile, often this translated into a loss of human capital for older enterprises_even potentially viable ones_and to OchurningO in the labour market, accompanied by only limited restructuring. There was little job creation, labour hoarding persisted, and many workers saw their wages eroded by inflation and late payment of wages. The authors show this situation was largely the result of insufficient structural reforms, poor institutional development, and misplaced incentives. First providing an overview of the economic situation, key labour market trends, and the institutional situation during the 1990s, the book then reviews labour market dynamics. The authors assess changes in OoldO jobs at former state enterprises and evaluate OnewO job creation, mostly in private businesses. They examine the evolution of wages and the availability of social protection to workers. A special thematic section considers the political economy of labour market policy that brought the ORussian approachO to labour market adjustment to life. The conclusion presents an integrated picture of the Russian labour market in the aftermath of the early transition period and highlights the implications of the experience for current policy.

Book excerpt: Russias transition towards a market economy in the early 1990s called for new approaches to the regulation of employment relations in the post-Soviet period in order to strike a balance between employers interests and employees rights in changed conditions. The adoption of the Labour Code of the Russian Federation (LC RF) in 2001 contributed to solving the issue only partly, as, in reality, it was passed as a compromise between different political forces, and consists of both provisions which can be implemented in the new context of the market economy and restrictions inherited from the planned economy. The recent and ever-changing socio-economic conditions, and the increasing complexity of the employer-employee relationship, which is a result of both globalization and technological progress, required the further development of Russian employment legislation. This resulted in substantial amendments being made to the original LC RF in 2006, with the majority of its provisions being profoundly revised. Nevertheless, a thorough analysis of the changes currently under way shows that many aspects concerning employment relations have still not been addressed sufficiently. The papers collected in the present volume of the ADAPT Labour Studies Book Series consider the recent developments of the legal regulation of employment relations as well as some closely related aspects from a historical and comparative perspective, in order to provide some insights into these issues and to examine current challenges.

Putin boasts he has the backing of workers in the country's industrial heartland, but as economic growth slows in Russia, reviving the economy will require restructuring the country's industrial landscape. At the same time, doing so threatens to generate protest and instability from a key regime constituency. However, continuing to prop up Russia's Soviet-era workplaces, writes Crowley, could lead to declining wages and economic stagnation, threatening protest and instability. Crowley explores the dynamics of a Russian labor market that generally avoids mass unemployment, the potentially explosive role of Russia's monotowns, conflicts generated by massive downsizing in "Russia's Detroit" (Tol'yatti), and the rapid politicization of the truck drivers movement. Labor protests currently show little sign of threatening Putin's hold on power, but the manner in which they are being conducted point to substantial chronic problems that will be difficult to resolve. Putin's Labor Dilemma demonstrates that the Russian economy must either find new sources of economic growth or face stagnation. Either scenario—market reforms or economic stagnation—raises the possibility, even probability, of destabilizing social unrest.

The considerable reduction in labor costs made it possible for employers to abstain from cutting jobs, due to which the rise in the unemployment rate was utterly insignificant.

Book excerpt: This paper considers institutional problems associated with human capital return on the Russian labor market.The relevance of the research is associated with low returns on human capital on the Russian labor market and the need to create institutional conditions favorable to unlocking the creative potential of an employee.Research Methods. In this paper the author relies on the institutional approach to analyze the institutional system and its impact on the labor market, identifying the main barriers that impede the return on human capital.The quality of the institutional system is a critical factor in choosing the direction and speed of economic processes. This fact is confirmed by the role and importance of institutions, which form the basis for global foreign studies of the state of national economies and their assessment.In the case of the labour market, the institutional approach is used to a lesser extent, which in the author's view does not allow us to look at the problem comprehensively but provides an assessment only of individual narrow problems. For example, in our case, it is not how wages correlate with productivity and therefore should be paid less, but why productivity is low and how to create conditions for its long-term growth.Findings. Institutional problems begin with the training of workers1. The first stage is the Unified State Examination (USE), which often results in the choice of a university not based on the attractiveness of the future profession, but on the prestige of the university. Therefore, according to the survey by the service 'Rabota.ru' and the portal Rambler, in 2020 only 36% of Russians will have worked in a profession obtained from a university.2. Weak training of specialists in many private higher education institutions.3. Poor link between universities and employers. The ideal Soviet system of relations between universities and employers is a thing of the past. New companies in a market economy often do not want to spend money on personnel training and prefer to look for ready-made specialists on the market.4. The reluctance of employers to absorb the cost of additional training.All this affects the return on human capital.Economic and social factors that reduce returns:Job uncertainty and uncertainty about the future.Uneven supply and demand in the labour market across regions, forcing people to work on a rotational basis away from their families.Lack of a cheap rental housing market, etc.Distortions or myths: 1. A lot of specialists with higher education, more workers should be trained. In the Soviet economy, it was common to see specialists with higher education (turner, locksmith, etc.) in blue-collar jobs, which largely explains the large number of inventions and patents.2. Labour productivity is lower than wages, and the conclusion is that wages should be lowered. However, it is possible to squeeze 10-15% out of a person, which does not change the situation globally. It may be worth thinking about renewing fixed capital, which in market conditions is also not very profitable for the owner.In a market economy, the institutional problems on the labour market can only be solved with the help of the state by fundamentally changing the "rules of the game" between the state, companies, and employees. First of all, it is a question of creating incentives for employers to take part in the educational process of employees, creating an educational system comfortable for both the employee and the employer.This problem has to be considered. Individual insignificant changes will not change the situation. Unless the government realises and begins to reform the entire system, from training to the quality of the workplace, the return on human capital will remain low.
