Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in 'failed' and 'failing' states.

They are supposed to epitomize the promise of democratic government and yet invariably find themselves cast as the enemy of every virtue that system seeks to uphold. In the Pacific, "politician" has become a byword for corruption, graft, and misconduct. This was not always the case—the independence generation is still remembered as strong leaders—but today's leaders are commonly associated with malaise and despair. Once heroes of self-determination, politicians are now the targets of donor attempts to institute "good governance," while Fiji's 2006 coup was partly justified on the grounds that they needed "cleaning up." But who are these much-maligned figures? How did they come to arrive in politics? What is it like to be a politician? Why do they enter, stay, and leave? Drawing on more than 110 interviews and other published sources, including autobiographies and biographies, Being Political provides a collective portrait of the region's political elite. This is an insider account of political life in the Pacific as seen through the eyes of those who have done the job. We learn that politics is a messy, unpredictable, and, at times, dirty business that nonetheless inspires service and sacrifice. We come to understand how being a politician has changed since independence and consider what this means for how we think about issues of corruption and misconduct. Several countries have “leadership codes” designed to reduce corruption, and others have created specialized anti-corruption agencies. Donors, the World Bank, and NGOs such as Transparency International have made it an international issue. Yet there is often disagreement about what constitutes corruption and how seriously it matters. What some view as corrupt may be regarded as harmless by others. Existing laws have proved difficult to enforce and seem out of step with public opinion, which is often very suspicious of corrupt behavior among island elites. As well as talk there is silence: People fear the consequences of complaining. The dangers of anti-corruption campaigns became apparent during the “cleanup” following Fiji’s 2006 coup. So what counts as corruption in the Pacific and what causes it? How much is really going on? How can we measure it? What types are present? Are gifts really bribes? Is “culture” an excuse for corruption? Is politics—in particular, democracy—intrinsically corrupt? In clear and concise language, this work attempts to answer these questions. Solomon Islands held its parliamentary elections on November 19, 2014 and elected a new government led by Prime Minister Manasseh Sogavare, representing the Democratic Coalition for Change. The country’s Gold Ridge mine, its only gold mine, remains closed and the chances of it re-opening are limited given current gold prices. At the same time, the logging industry is being adversely affected by the depletion of forestry resources. As a result, the near-term outlook has worsened. While lower oil prices constitute a windfall to consumers and producers, diversifying sources of growth and boosting the competitiveness of the economy are key to strengthening medium-term growth prospects. The risks to the outlook are to the downside. Program Performance. Performance under the Extended Credit Facility (ECF) arrangement has been broadly satisfactory. Performance criteria for end-June 2014 were met by large margins. Indicative targets (ITs) for end September 2014 were also met, except for those on health and education spending, which were both narrowly missed in June and September 2014. Despite delays, the authorities have made progress in implementing the structural reform agenda. Policy Recommendations ? In the medium term, recalibrate ambitious spending plans in line with implementation capacity, revenue envelope, financing availability, and the need to preserve fiscal buffers for resilience against shocks given the serious setback in mining prospects linked to the closure of the only gold mine. ? Strengthen the quality of public spending and fiscal management by advancing Public Financial Management (PFM) reform, including improving the transparency and accountability in the use of constituency funds. ? Maintain the current monetary stance but stand ready to tighten policy if credit growth and inflationary pressures surge. ? Strengthen financial regulation and supervision, including supervision of the National Provident Fund, and improve private sector access to credit.

The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.
