The ability to predict these crashes would allow the agencies to develop interventions to change drivers' behavior and ultimately reduce the number of these crashes. Teen drivers are ideally suited for this type of intervention for several reasons. They are disproportionately over-represented in crashes -- teens account for only 4% of the driver population but account for 10% of crashes. Also, many teen crashes occur within the first year of being licensed and are the result of a lack of driving experience. Lastly, the learning curve is still steep at this point in teens' driving history which makes them more susceptible to interventions. In an attempt to predict these crashes, North Dakota driver licensing data and crash data were used to develop a sample of 20,392 teen drivers age 14 to 17. Within the first year after being licensed, these drivers sustained 317 crashes that resulted in an injury or death. The resulting logistic regression model identifies gender, traffic convictions, rural/urban, geography, and involvement in previous property-damage-only (PDO) crashes as markers that are significant in predicting these injury and fatal crashes.

This study investigated characteristics, contributory causes, and factors which increase injury severity of young driver crashes in Kansas by comparing young drivers with more experienced drivers. Crash data were obtained from the Kansas Department of Transportation. Young drivers were divided into two groups: 15-19 years (teen) and 20-24 years (young adult) for a detailed investigation. Using data from 2006 to 2009, frequencies, percentages, and crash rates were calculated for each characteristic and contributory cause. Contingency table analysis and odds ratios (OR) analysis were carried out to identify overly represented factors of young-driver crashes as compared to experienced drivers. Young drivers were more likely to be involved in crashes due to failure to yield right-of-way, disregarding traffic signs/signals, turning, or lane changing when compared to experienced drivers. Ordered logistic regression models were developed to identify severity-affecting factors in young driver crashes. According to model results, factors that decreased injury severity of the driver were seat belt use, driving at low speeds, driving newer vehicles, and driving with an adult passenger. The models also showed that alcohol involvement, driving on high-posted-speed-limit roadways, ejection at the time of crash, and entrapment at the time of crash can increase young drivers' injury severity. Based on identified critical factors, countermeasure ideas were suggested to improve the safety of young drivers. It is important for teen drivers and parents/guardians to gain better understanding of critical factors that are helpful in preventing crashes and minimizing driving risk. Parents/guardians should consider high-risk conditions such as driving during dark, during weekends, on rural roads, on wet road surfaces, and on roadways with high speed limits when planning teen driving. Protective devices, crash-worthy cars, and safe road infrastructures such as rumble strips and forgiving roadsides, particularly reduce young drivers' risk. Predictable traffic situations and low complexity resulting from improved road infrastructure are beneficial to young drivers. The effectiveness of Kansas Graduated Driver Licensing (GDL) system needs to be investigated in the future.

This book evaluates the effectiveness of GDL programs in reducing teen traffic fatalities over the period between 1992 and 2006. This book also investigates the psychological functions of driving and risky driving as perceived by adolescents and the factors underlying psychological functions of driving and risky driving. Furthermore, the impact of accident duration on traffic congestion is also analysed, as well as the multiple factors that may affect driving performance. Other chapters in this book examine the injury risks experienced by vulnerable road users and challenges in obtaining accurate information on the magnitude and circumstances of their crashes, studies where human factors related to occupational accidents are analysed, and an evaluation of the factors that are associated with the risk perception to have night-time car crashes in young drivers, as well as the strategies most commonly used to counteract sleepiness at the wheels. Factors that contribute to teen drivers’ risk include their lack of experience and their tendency to engage in unsafe behaviors such as speeding, driving aggressively, or using a cell phone while behind the wheel. To help teen drivers stay safe on the road, we developed the Teen Driver Support System (TDSS), a smartphone-based system that provides real-time, in-vehicle feedback to teens about their risky behaviors--and reports the behaviors to parents via text message if teens don’t heed the system’s warnings. The TDSS provides geographically specific, real-time feedback to a teen driver at the time unsafe driving behavior occurs so that behaviors can be immediately corrected. This report documents a 12-month field operational test of the system involving 300 newly licensed teens driving on Minnesota roads. The test included a control group that received no feedback, a treatment group that received only TDSS in-vehicle feedback, and a second treatment group that received both TDSS in-vehicle and TDSS parental notifications. Research results indicate an overall safety benefit of TDSS, demonstrating that in-vehicle monitoring and driver alerts, coupled with parental notifications, is a meaningful intervention to reduce the frequency of risky driving behaviors that are correlated with novice teen driver crashes. In particular, the system was shown to be an effective strategy for reducing excessive speeds when used with parental feedback and potentially even without parental involvement.

Book excerpt: "Our primary research question was whether teens obtaining their level two Provisional Operators Permit (POP) in a Graduated Driver Licensing (GDL) environment through driver education differed in crashes and traffic violations from teens who obtained their POP by completing a certification log without taking driver education. A descriptive epidemiological study examining a census of all teen drivers in Nebraska (151,880 teens, 48.6% girls, 51.4% boys) during an eight year period from 2003 - 2010 was conducted. The driver education cohort had significantly fewer crashes, injury or fatal crashes, violations, and alcohol-related violations than the certification log cohort in both years one and two of driving following receipt of the POP. Hierarchical logistic regression was conducted, controlling for gender, race/ethnicity, median household income, urban-rural residence, and age receiving the POP. In both year one and two of driving, teens in the certification log cohort had higher odds of a crash, injury or fatal crash, violation, or alcohol-related violation. Findings support that relative to a supervised driving certification log approach, teens taking driver education are less likely to be involved in crashes or to receive a traffic violation during their first two years of driving in an intermediate stage in a graduated driver licensing system. Because teen crash and fatality rates are highest at ages 16 and 17, these reductions are especially meaningful. Driver education appears to make a difference in teen traffic outcomes at a time when risk is highest" (page 2).
