La culture au coeur est le fruit du travail réalisé par un groupe indépendant de responsables politiques, de chercheurs et d'administrateurs culturels pour le Conseil de l'Europe, et constitue une contribution au débat amorcé par la Commission mondiale sur la culture et le développement (ONU/Unesco). Ses conclusions s'adressent aux pays européens, aux responsables politiques et aux pouvoirs publics, ainsi qu'à tous ceux qui oeuvrent dans le domaine de la culture et du développement, qui y trouveront des enseignements pour guider leur réflexion.
